Open Science Policy Research In European Countries Based On Text Content Analysis

From the beginning of the 21 st century,open access began to emerge and further developed into open data,thus evolving into the currently popular open science.The current open science movement is mainly led by developed countries such as Europe and the United States,and the construction of China’s open science data policy system is relatively lagging behind,and there is a gap compared to foreign countries.Apart from the macro-level big data strategy,China has not yet formulated special open science policies and regulations,and the existing open science data policies have a fragmented content structure and lack of integrity.Based on the reality of open science policies in Europe,this paper conducts an extensive research on the open science policy texts of European countries,collects and screens the latest policy texts through the official websites of each country,uses Nvivo12 software to codify the final 14 policy documents at three levels,uses qualitative text analysis to conduct policy evaluation and refine the content of the policies Elements.Through further refining and summarising,the open science policy text was divided into four parts: policy elements,open tools,open processes and open content,and a matrix analysis framework was constructed to analyse the open science policy text from four aspects.As the results of the matrix analysis,the author summarizes and uses the experience of some developed European countries in the field of public science policy.Through the analysis and comparison of the development of these countries’ open science policy,we find that there are still some deficiencies in China.For example,the current open science policy framework is inadequate,infrastructure is inadequate,the sector is fragmented and non-cooperative,data management standards are not clear,and data security and individual privacy are not adequately addressed.In addition,recommendations on open science tailored to the Chinese context are proposed to provide guidance for the establishment of an open science framework and open science practices in China,to improve the effectiveness of open science policies,and to promote the development of open science in China.
