| Under the background of the modernization of archives management,this paper focuses on how to build an evaluation system for the business construction of comprehensive archives,investigate the problems and shortcomings in the process of comprehensive archives business construction,and put forward targeted countermeasures and suggestions,so as to provide a reference basis for the business construction,evaluation and assessment of comprehensive archives,and promote the high-level development of archive business construction.Based on the theory of archives and the theory of government performance evaluation,this paper uses qualitative text analysis to code relevant policy documents,and initially constructs an evaluation index system.The evaluation system was revised and improved through expert discussion and expert investigation,and the combination of evaluation system was empowered by the analytic hierarchy process and entropy weight method,and finally formed a system including the institutionalization of archives governance,the diversification of archives resources,the efficiency of archives services,and the long-term security assurance.The evaluation model of six dimensions of efficiency,transformation and digitization of archives work,and persistence of development momentum,and analyzes the comprehensive archives above the sub-provincial level.The survey results show that : The overall level of business construction of comprehensive archives in my country is not high,and the regional development is unbalanced.From the overall score,the average score of comprehensive archives business construction is only 67%,and there is still a lot of room for improvement.There are regional differences in the level of business construction of comprehensive archives.The business construction level of comprehensive archives in eastern regions is higher than that of comprehensive archives in central and western regions,which is related to the level of economic and social development.In areas with high economic and social development levels,the construction of archives business is relatively Okay.The performance of various business modules of the comprehensive archives is different.The construction level of the diversification of archives resources,the institutionalization of archives management and the long-term security guarantee is relatively high,while the degree of digital transformation of archives work is low,and most archives have not passed the national digital archives system level.Testing;serious lack of motivation for development,unreasonable team structure,and scientific research capabilities to be strengthened;low service efficiency,and the degree of archival value mining is not high after meeting the needs of social archives.The suggestions put forward in this paper are as follow: multiple coordination,innovating the archives management mechanism;expanding the scope and improving the quality,creating a highland of archives resources;making up for the shortcomings and improving the efficiency of archives services;building a security line of defense and creating a solid security barrier for archives;Adapt measures to local conditions to make up for the regional imbalance in the digital transformation of archives work;strengthen the library with talents and improve the situation of insufficient talent growth in the archives. |
