In 2013,during his visit to Central Asia and Southeast Asia,President Xi Jinping proposed a major initiative to build the Silk Road Economic Belt and the 21 st Century Maritime Silk Road,known as the Belt and Road Initiative.In early 2019,the National Development and Reform Commission,the Ministry of Transport and other 24 departments jointly issued the "Opinions on Promoting the High-Quality Development of Logistics and Promoting the Formation of a Strong Domestic Market",emphasizing the strategic position of the logistics industry in the national economy and focusing on the "The Belt and Road" major strategy.The policy of building a national logistics hub has been formulated.In this context,China’s development of smart logistics is an inevitable trend,in order to promote the development of smart logistics,"The Belt and Road" along the regional regions to actively participate in the adoption of "technology + logistics" model,to promote the integration of resources within the region and the inter-regional logistics industry In this paper,we systematically review the regional smart logistics.This paper systematically compares the current situation of regional smart logistics research and defines the relevant concepts;then analyzes the current situation of smart logistics development and analyzes the hot keywords in the field of smart logistics research,and constructs an index system for evaluating the development level of regional smart logistics from four aspects: digital economic environment,logistics economic activities,logistics information technology and logistics industry scale by combining the results of expert scoring;secondly,17 provinces,municipalities directly under the Central Government and autonomous regions are used as the research index system.Secondly,17 provinces,municipalities directly under the Central Government and autonomous regions were studied,and the entropy TOPSIS method was used for static evaluation and dynamic evaluation,while the system clustering method was used to classify and analyze the evaluation results.It is found that the development of regional smart logistics along the "The Belt and Road" in China is very unbalanced,with significant regional differences,and the development level of smart logistics in the eastern and southern regions is significantly better than that in the central,western and less developed economic regions in the north.According to the analysis results,the five aspects of promoting smooth trade flow,building smart ports,upgrading logistics enterprises,promoting multimodal transportation and improving urban and rural logistics are proposed to improve the development level of regional smart logistics.
