With the development of the rural economy and the rise of the Internet, the number of rural Internet users is growing rapidly, and the coverage rate of township express outlets is increasing;as of 2021,the coverage rate of China’s township express outlets has reached 98%,and rural residents are increasingly becoming the main force of online consumption. The popularity of online shopping in rural areas has promoted the development of rural e-commerce logistics.Major e-commerce logistics companies have shifted their target markets to rural areas, and the state has also introduced policies to promote the development of rural e-commerce logistics. However, due to the influence of factors such as the more dispersed residents living in rural areas and the relatively small number of collection and delivery, resulting in the high distribution cost of express delivery in the end distribution, the pressure of survival after the layout of the network and other real problems, how to optimize the transport path, reduce logistics costs and improve the efficiency of logistics distribution has become a hot spot of academic concern. In this paper, combining the actual demand of rural collection and delivery, based on the concept of energy-saving and low-carbon development,an end distribution path optimization model with low carbon emission and low operation cost as the dual objectives is constructed, and an empirical study is conducted on case areas and enterprises. The main contents of this paper are as follows.Firstly, the current status of relevant research is sorted out from four aspects: rural e-commerce logistics, terminal distribution problem, vehicle routing problem, and low-carbon logistics distribution, and the relevant theories and methods are summarized.Secondly, the current situation of rural e-commerce logistics development and the terminal distribution problem are analyzed,so as to clarify the importance of conducting end-distribution path optimization in rural areas.Again, take the perspective of low-carbon terminal distribution in rural areas as an innovation point,a low-carbon path optimization model for the last mile of rural e-commerce logistics is constructed with the lowest logistics operation cost and carbon emission cost as the objective function, and a genetic algorithm is applied to measure the model through the data on authoritative websites to verify the effectiveness of the algorithm. Finally, the designed model and algorithm are applied to the terminal distribution optimization problem in Caoaba town of Mengzi city as the case area, and the optimal vehicle operation path is determined. And suggestions for improving the rural terminal distribution system are proposed.
