In recent years,there has been a high incidence of all kinds of natural disasters,seriously affecting social order and people’s property safety.The state attaches great importance to comprehensive control of natural disasters and emergency response capacity building,and vigorously carries out various emergency management work.After a natural disaster occurs,logistics supports the whole emergency rescue activities and ensures the smooth operation of the emergency logistics system.As an important part and key node in the emergency logistics system and network,the scientific and reasonable location planning of the emergency logistics center can improve the rescue efficiency,reduce the emergency cost and reduce the loss of natural disasters.Therefore,in the pre-disaster stage,how to build an emergency logistics center at key locations in a region and reserve supplies in advance,so that emergency supplies can be delivered to the demand points of disaster relief in a timely and efficient manner will become very significant and critical,which is also the focus of this thesis.On the basis of domestic and foreign literature,this thesis introduces the emergency logistics,emergency logistics center location of the relevant basic theories,key location factors are summarized,then according to the difference of location factors,starting from the macroscopic and microscopic factors,the location problem is divided into two stages,finally a case study is carried out in Henan Province,which has a large population and frequent natural disasters.Stage 1: Preliminary siting,based on the macro factors area were screened in the emergency logistics capability 19 quantitative indicators,to build regional emergency logistics capability evaluation index system,and uses the entropy weight comprehensive evaluation model to evaluate 18 areas in henan province,the results show that the level of emergency logistics capacity in various regions of Henan Province is polarized and uneven,the overall balance is weak,and the advantageous resources are relatively concentrated.Then ward clustering method was used to divide the 18 regions into four categories,and the first three categories with high evaluation indexes were determined as the preliminary site selection scheme,while the fourth category was not considered.Stage 2: Specific site selection,a site selection allocation model based on micro factors such as time and capacity constraints,takes 14 regional nodes in the first stage as alternative points,and109 city and county nodes in Henan Province as disaster demand points.Finally,a genetic algorithm solution model is designed.The experimental results show that Zhengzhou,Luoyang,Pingdingshan,Xinxiang,Nanyang,Shangqiu,Xinyang and Zhumadian are the construction sites of Henan emergency logistics center.The twostage site selection shows that the method and model designed in this thesis can better deal with the location of regional emergency logistics center,and provide scientific and executable methods and ideas.
