As a country with frequent natural disasters, our country has caused great losses to national property and people’s safety in all previous natural disasters.Whether emergency supplies can be delivered in time after a sudden natural disaster is related to the safety of people’s lives and property. In order to minimize the damage caused by natural disasters to people’s life and property safety,it is scientific and reasonable to carry out rescue work in disaster-stricken areas in a timely manner to avoid further damage. It is imperative to scientifically and rationally arrange emergency logistics distribution activities. Therefore, the research on the related issues of emergency logistics distribution system after sudden natural disasters has become an important research direction for scholars. This thesis divides the optimization of emergency logistics distribution system after sudden natural disasters into three parts: site selection of emergency logistics distribution center, route planning of emergency distribution vehicles, and layout optimization of emergency logistics distribution center. In the part of emergency logistics distribution center site selection and vehicle route planning, the emergency logistics and sudden natural disasters are analyzed first, and it is concluded that emergency logistics distribution after sudden natural disasters should have timeliness, suddenness, weak economy, etc. The occurrence of natural disasters will cause changes in road traffic conditions.Afterwards,a judgment matrix is constructed to determine the influence weights of the eight factors on road traffic, and the road traffic index and the conversion between Euclidean distance and equivalent length are calculated according to the weights. Finally,an optimization model based on time window constraints is established.According to the data of the selected example, the road traffic status index between nodes is measured, and the Euclidean distance is converted into an equivalent length to calculate the vehicle travel time and vehicle travel cost. The genetic algorithm is used to solve the model, and the site selection scheme and route arrangement that satisfy the time window constraints are obtained considering the road traffic state.Through the solution, the feasibility of the constructed model in determining the opening of the emergency logistics distribution center and selecting a better delivery route is verified by considering the road traffic status and time window constraints after the sudden natural disaster. The site selection of the center and the route selection of emergency distribution vehicles provide a reference for the method. In the part of optimizing the layout of emergency logistics distribution centers, the layout of emergency logistics distribution centers is divided into two types according to the two situations of public health emergencies and natural disasters, and the simulation and optimization of emergency logistics distribution centers after natural disasters are mainly carried out.Through the simulation and operation of the layout of the logistics distribution center,it was found that the problems of long cargo circulation time and high-load work of employees and machines were proposed, and optimization suggestions were put forward according to the results of the simulation operation, and the optimized system layout was simulated and run,and the output results were consistent with Verify the optimization effect by comparison before optimization. The data before and after optimization show that the optimization of the system layout of the emergency logistics distribution center can improve the circulation speed of goods in the emergency logistics distribution center, reduce the waiting time of goods, and help to realize the rapid response and rapid delivery of the overall emergency material distribution activities.
