In recent years,the "customer-centric,market-oriented" all-business competition of domestic operators has become increasingly fierce,and the saturation of the individual market has caused domestic operators to face unprecedented pressure to increase revenue.In this context,government-enterprise group customers open a broader market space for operators by relying on diversified business needs and huge potential consumption power.In recent years,it has become a booster for the continuous growth of operators.As the foundation and lifeline of the development of the operator’s government-enterprise business and the driving force of the entire government-enterprise market operation,the dedicated line business has risen to an unprecedented height,and operators have increased the pre-coverage of the dedicated line project construction,hoping to establish a network advantage ahead of other competitors and seize the opportunity for business development.At present,operators mainly evaluate the success or failure of special line pre-coverage projects by checking the investment recovery method.However,the operators’ internal post-coverage evaluation of special line pre-coverage projects has not paid enough attention to it,and no systematic and instructive post-project evaluation system model has been established.Based on my background of many years of government and enterprise market operation and management in China Mobile,this paper aims to establish a comprehensive evaluation system model for completed projects of dedicated line pre-coverage projects,help operators build a closed-loop post-evaluation and management mode,improve investment decision-making and operation management level of dedicated line pre-coverage projects,and reduce investment risks.Effectively cope with the rapid development of data business and the challenges under the all-business competition situation.In this paper,based on the Balanced scorecard(BSC)strategic management idea,combined with the actual work,from four dimensions of customer service,financial situation,internal management,learning and development,the post-evaluation index system of the pre-coverage project of the operator’s government-enterprise customer special line is constructed.The system covers 4 first-level indicators and 16second-level indicators.Secondly,the weight of each index in the evaluation system is determined based on the analytic Hierarchy Process(AHP).The objective index directly outputs the results with the help of the operator’s internal business support system,while the subjective index is scored by experts through collecting related documents and data,and the total score of the project is obtained by weighted summation.Finally,the evaluation index system is used to evaluate the two typical pre-coverage projects of commercial buildings and industrial parks built by operators in a certain city,and the construction and operation of the projects are summarized.
