The Research On Post Evaluation For Outsourcing Cable Maintenance Project Of China Mobile’s Guangyuan Branch

The maintenance of normal operation of communication network needs a lot of manpower and material resources. In order to reduce costs, improve efficiency and reinforce competitiveness, communication operators often outsource the maintenance business, i.e. the so-called maintenance outsourcing. The main business of cable maintenance contains line maintenance, base station maintenance, and the telecommunication lines, which are located on the regions of the bad geological environment such as mountainous regions and desert and water area. The facilities there are easily damaged by human factor and natural disaster. The cable maintenance, the mission of which contains repairing the sudden failure and daily maintenance, is extremely complicated work that requires project comprehensive post-evaluation to test whether the costs are reduced and efficiency increased. The specific details of the cable maintenance, which are very easy to evaluate but which can’t reflect whole situation, need a comprehensive evaluation.It is a representative one since the project of cable maintenance in the region of Guangyuan, where there are inconvenient transportation, complex geological structure and natural disasters such as flooding, debris flowing, landslide, and storm wind. Based on the Guangyuan Branch Company of China Mobile, all the cases of the project of agency maintenance are summarized, and combined to the theory of post project evaluation; and the indicators that contain three classes are founded. The every third-class indicators are divided into the following 5 levels that range from very good, good, fair, poor, to very poor. And then the experts use the 5 levels to quantify the third-class indicators; at last, based on the theory of project post-evaluation, combine the fuzzy mathematics and analysis hierarchy process, the model of comprehensive evaluation cable maintenance is put forward.By using data collected from the Guangyuan Branch Company of China Mobile in the model, the composite score is 81.12 and membership vector is(0.3378, 0.4087, 0.2334, 0.0172, 0.0018), it is found that the cable maintenance in Guangyuan was successful and meet the predicted requirements, and can provide the security of communication lines. In the comprehensive benefit evaluation, the score is 78.87 that belong to the general level, and it is found that the financial management needs to be reinforced and the expenses need to be carefully planned. The evaluations for process,goal, effect and perdurability acquire good grades, and the results indicate that if the staff are enhanced, pay increased, management optimized and the ability to cope with emergency improved, it would reach the best state. It is of theoretical significance and of practical value to submit our research results to relevant departments to as guidance.
