In recent years,changes in global new energy and digital technology have continued to cascade into and out of the new business ecological chain,and the international business innovation landscape is accelerating its reconstruction,which has accelerated the speed of technology transfer and industrial restructuring,brought about changes in the global industrial layout and new development pattern,and also provided unprecedented opportunities and challenges for Chinese high-tech enterprises to stand on the world stage.This paper takes the overseas department of EST Company as the research object.Through the work analysis,which is a basic tool of human resource management,and combined with the incentive theory,to improve the department effictiveness and promote it to the whole company for implementation of reform,it is not only of great significance for the implementation of the global strategy of talent matching of the enterprise,but also of certain practical significance and practical value for other Chinese enterprises that want to go out and participate in the international layout.This study takes the overseas department of EST Company as the research object.EST Company looks at the global market layout,reorganizes the upstream and downstream industrial chains through cross-border acquisitions,and seeks the global development layout and strategic transformation of EST enterprises in the world’s great changes.After transnational merger and reorganization,it is an urgent problem for EST companies to improve their organizational effectiveness through good operation and make foreign subsidiaries and parent companies become an organism.In order to better match the globalization strategy,the company needs to integrate the development of the organization,rebuild the organizational structure,post functions and business processes of the original subsidiaries globally,and improve the organizational effectiveness.This research mainly combines the literature research method,questionnaire survey and on-site interview method to analyze the work of EST Company’s overseas department.Through questionnaire survey and on-site interview,the existing problems are found.Based on the comprehensive incentive theory,the research puts forward the organizational effectiveness improvement plan,and evaluates the implementation effect of the effectiveness improvement plan.The main contents are divided into the following three aspects: first,sorting out job functions,business processes,organizational effectiveness and other aspects,and outputting phased research products: vertically optimizing the job description,designing the operation manual for core grade assessment and planning the career promotion channels of employees,work analysis can draw the competency of employees,and competency matching corresponding incentive measures can improve the enthusiasm of employees,Job analysis is positively correlated with motivation and organizational effectiveness;Horizontally,different post evaluation systems between group departments and branches have been constructed to identify and motivate core posts.Post evaluation solves the problem of organizational fairness,which helps to improve organizational effectiveness.Second,use job analysis tools to design job analysis implementation steps and questionnaires,interview outlines,analyze the human resources status of EST’s overseas department,and identify the problems in EST’s overseas department.Third,combined with the theory of organizational effectiveness improvement,through the problems found in the work analysis,the comprehensive incentive model and other related theories are used to propose targeted improvement plans and carry out the construction of systematic improvement plans for organizational effectiveness.The research results of this paper are as follows: First,the job description has been optimized for the effectiveness improvement of EST Overseas Department,a practical job rank evaluation operation manual has been developed,and a value contribution scoring system between different posts has been constructed.The scoring is conducted through the position evaluation form,which facilitates the company to quickly distinguish between core posts and core competence.Second,we should adjust the company’s globalization strategy and promote a series of changes in the company.Organizational structure adjustment,sorting out the level,range and core post functions through work analysis;Analyze the business unit process,optimize the job responsibilities,and reorganize the division of labor process;Talent management,key position evaluation,talent grading and comprehensive incentive measures reflect the strategy and value orientation.Build an organizational structure that matches the enterprise strategy,straighten out the process,and support the corresponding comprehensive incentive means,so as to achieve the improvement of enterprise organizational effectiveness through the comprehensive role of these three aspects.
