With the increasing of uncertainty in the global economic environment,manufacturing industries around the world are facing enormous competitive pressures.Even for the international companies,it is necessary to continuously strengthen enterprise management to prepare for any risks under the conditions of fierce market competition and various uncertainties.Among different kinds of business management methods,as a set of systematic management and control tools,the comprehensive budget management penetrates the entire operation of the enterprise and has been widely implemented and continuously enriched.This advanced tool plays a vital role in resource allocation,internal control and helping enterprises to achieve strategic targets,it also has become an essential part of business management.Although the effect of comprehensive budget management is very powerful,it also encounters various challenges in the practice.How to further optimize and improve the comprehensive budget management has become an attention topic for scholars and enterprise managers.Through the research and analysis of comprehensive budget management theory as well as other related theories,the thesis took P Company which is a manufacturing plant invested by multinational enterprise as a research object,analyzed the current situation of budget management in the application of P company and discovered the existing problems,such as incomplete organization structure,unreasonable budgeting,inadequate budget control and analysis,imperfect evaluation system,outdated budgeting system,etc..These problems affect the role of comprehensive budget management in the process of P company operation management to a certain extent.Next,the thesis proposed customized optimization scheme based on the actual business situation and characteristics of P company to solve the problems,such as rebuilding the budget management organization,optimizing the budgeting method,strengthening the budget control and gap analysis,setting up budget evaluation system based on the balanced scorecard,as well as establishing the budget information system.The implementation of the optimization scheme not only effectively improve the guidance,control,coordination and incentive functions of the budget on business management and internal control,but also brings practical significance to help company accelerate the growth of core businesses healthily.Meanwhile,it also provides some references on how to enhance competitiveness and promote sustainable development for other medical device companies and foreign enterprises.
