Research On The Performance Of The Industry Poverty Alleviation Special Funds In Huangcun Town,Dongyuan County,Heyuan City

Our country has invested a major number of special poverty alleviation funds in the battle against poverty,paying attention to the performance of special poverty alleviation funds,which is related to the effective connection and development of poverty alleviation work and the rural revitalization strategy,have practical significance to preventing the return to poverty and stabilizing the effectiveness of poverty alleviation.This paper is mainly based on the poverty alleviation situation of Huangcun Town,Dongyuan County,Heyuan City,evaluates the special fund for industrial poverty alleviation and related data.First,through the interview method to collect data and analyze the current situation,second,using analytic hierarchy process to build Huangcun special poverty alleviation fund performance evaluation model and on the basis of expert’s score to analyse result,including industrial poverty alleviation funds use problems and reasons,finally,according to the case study and theoretical guidance,from the perspective of the industrial poverty alleviation funds performance put forward countermeasures.The main conclusion of the paper is as follows:(1)industrial poverty alleviation special fund investment project effect is poor and investment object is not accurate: no effective planning,scattered funds,industrial projects tend to short industry,capital investment project and poor and local government interests,poor repel poor and not living in the local but into the poor.We should integrate resources,private funds should be included into industrial assistance,the feasibility of household industry should be demonstrated reasonably and effectively according to local conditions,build up a professional industrial development project database,and give full play to the incentive role of industrial development.(2)The supervision of the special funds for industrial poverty alleviation is not enough.The performance is that the supervision only pays attention to the compliance of the capital investment procedures,the lack of follow-up supervision over the development and benefits of subsequent projects,and the unqualified farmers have not recover the special funds that have been used.A long and long-term supervision mechanism should be formed,supervision of the masses should be strengthened,and a mechanism for fault tolerance and correction should be established.
