Study On The Operation Evaluation And Improvement Effect Of Industrial Poverty Alleviation In X County,Hebei Province

Ensuring and improving people's livelihood is an important goal for the construction and development of the social security system,and precise poverty alleviation is a major measure to improve people's livelihood.In the whole poverty alleviation work,industrial poverty alleviation is regarded as the most effective poverty alleviation mechanism,which is the basis of poverty alleviation and the source of prosperity.It is difficult for poor households to achieve the goals of high-quality poverty alleviation and sustainable development without industry support.At the present stage,some industrial poverty alleviation projects still have some shortcomings,such as industrial foundation to be consolidated and sustainability to be improved,which need to further improve the effect of industrial poverty alleviation and improve the quality of poverty alleviation.On the basis of collecting and collating a large number of relevant documents of industrial poverty alleviation,this paper draws on sustainable development theory,human capital theory and participatory governance theory.Firstly,it analyzes the theory of industrial poverty alleviation,outlines the interrelationship between the main participants of industrial poverty alleviation,and classifies the industrial poverty alleviation models.Then the author selects X County of Hebei province as the case area to expound the current situation and evaluate effectiveness of industrial poverty alleviation,and selects three typical cases for the model of industrial poverty alleviation,combining the govemment documents and data published on the websites of the State Council Leading Group Office of Poverty Alleviation and Development,Hebei Provincial Poverty Alleviation and Development Office,and the poverty alleviation column of the X County People's Govemment,as well as the author's field investigation of the industrial development status of 10 towns in X County.And a systematic analysis of the industrial poverty alleviation work in X County.Through theoretical analysis and case study,we found out the shortcomings of industrial poverty alleviation in X County,and made a rational analysis from four aspects: industrial planning,participation of poor households,market competition,and poverty alleviation collaboration.Finally,this paperproposes four optimization paths to improve the effect of industrial poverty alleviation in X county during the period of precisise poverty alleviation consolidation,including driving the long-term development of industrial poverty alleviation,strengthening farmers' participation in capacity building,fully activating the potential of market production and sales,and deepening the cooperation of industrial poverty alleviation in Beijing,Tianjin and Hebei.This paper studies the shortcomings and the optimization path of industrial poverty alleviation in X County.It is of practical significance for X County and Hebei Province to finish the task of poverty alleviation and improve the quality of poverty alleviation continuously.
