Research On The Spatial And Temporal Variations And Influencing Factors Of High Quality Development Of All Counties In Chengdu-Chongqing Economic Circle

On the basis of adhering to the concept of sustainable development and the new concept of development,high-quality development is of great significance to China’s current development to achieve a relatively high level of resource allocation efficiency,resource and environmental costs,and economic and social benefits.With the release of the Outline of The Construction Planning of Chengdu-Chongqing economic circle(CCEC),the CCEC has become a major national strategy,and its high quality development level is of great importance to the development of the whole southwest region and even China.However,at present,the development gap between districts and counties in CCEC is still large,and the uncoordinated development in some areas is prominent.However,the excessive difference is not conducive to high-quality development,but also affects regional economic development and social stability.Therefore,the study on the high-quality development of counties in CCEC is of great practical significance to realize the local and even the overall high-quality development,and can also provide reference for building an important growth pole of high-quality development in western China,singing the "tale of two cities" and building the "economic circle".The global entropy method is used to evaluate the high-quality development of each district and county in CCEC from 2015 to 2019.Taking the evaluation results of high-quality development as the research object,the spatial error model is used to analyze the influencing factors of CCEC,and the following research conclusions are drawn:First,on the whole,the high quality development level of all counties and districts in CCEC showed an upward trend from 2015 to 2019.But analysis found that their level of development level in the high quality of evolution,the largest number,fourth and fifth level area of Chengdu-Chongqing area county unit about half the number of CCEC,the first and second level area at least,the two accounts for only about 23%,the proportion of CCEC most counties shows that Chengdu-Chongqing region development level is lower than the average,The level of high-quality development in counties is generally low.Second,there are significant differences in the level of high-quality development among counties in CCEC,presenting a double-core-periphery pattern of dumbbell type,and the level of high-quality economic development decreases radially from the core area to the outside.The core is the core area of Chengdu city and Chongqing city center,and the periphery is the suburbs of Chengdu city and Chongqing city new district.The high quality development level of counties in northeast,southwest and middle of CCEC in Chengdu-Chongqing area is low.In general,there are great differences in high-quality economic development among counties in CCEC,especially in the core areas of the central urban areas of Chengdu and Chongqing compared with the peripheral areas of other prefecture-level cities,there is a big difference in high-quality development,and the central collapse characteristics between the central urban areas of Chengdu and Chongqing are obvious.Third,the high quality development of each county in CCEC presents certain agglomeration and distribution characteristics.Chengdu-Chongqing region double-city economic development level in the high quality has always been to Chengdu and Chongqing city proper,the strongest high zones with Jinjiang district and the Yuzhong district as the center,in addition to a small area county the obvious gap between the positive and negative correlation,the correlation between most counties is not obvious,that Chengdu-Chongqing region in each district and county of double-city economic circle and the surrounding counties of contact is not enough,Lack of interaction.It also indicates that the current spatial economic development pattern of CCEC with multi-center and multi-growth pole is not mature.Fourth,GDP per capita,the proportion of added value of tertiary industry in GDP and other indicators are positively correlated with the high quality development level of counties in CCEC,while the asset-liability ratio of industrial enterprises above designated size is negatively correlated.Chengdu-Chongqing region by choosing the spatial error model analysis the influence factors of CCEC county high quality development found that the logarithm of GDP per capita,the added value of the third industry share of GDP,the strength of R&D spending,industrial enterprises above designated size asset-liability ratio,per capita disposable income and per capita GDP ratio of the five variables passed under the 1% level of significance test.Therefore,it is necessary to formulate feasible policies and measures from different aspects for the construction and development of high quality development level in CCEC.Based on the above research conclusions,the author puts forward the following policy suggestions for the high-quality development of counties in CCEC: firstly,formulate action plans to promote the implementation of high-quality development policies in counties;Second,promote the connectivity of transportation in the county and strengthen the economic ties in the county;Third,adjust and optimize the industrial structure and develop the characteristic industry of the county;Fourth,improve the quality and level of industrial enterprises,improve risk prevention ability;Fifth,increase scientific and technological investment and industrial layout,enhance the overall scientific and technological strength of the county;Sixth,to establish and improve the social security mechanism,improve the level of county livelihood improvement;Seventh,strengthen the environmental protection of county area,improve the environmental quality of county area comprehensively.
