"Agriculture,rural areas and farmers" has always been the top priority of the Party’s work,and the development of agriculture,rural areas and farmers has always affected the overall development of China’s national economy.The 19 of the communist party of China put forward the fifth plenary session,insisting that solve "three agriculture" problem is the work priority,go the way of rural revitalization of socialism with Chinese characteristics,deepen the reform of the rural collective property rights system,clear the rural collective assets ownership,strengthening the collective assets supervision and administration,establish and improve the rural collective economic organizations.On December 26,2016,the central committee of the communist party of China,the State Council issued by the central committee of the CCP,the State Council about steadily push forward the opinions of the rural collective property rights system reform,the reform of property right system of the target direction,major tasks and advancing principles,implementation requirements,such as the goal of the reform has made specific provision,offered to steadily promote the reform of the rural collective property rights system,Explore effective forms of rural collective ownership,revitalize rural collective assets,build a new collective economic governance system,and enhance the vitality of rural collective economy.General Secretary Xi Jinping pointed out in the 2020 Central Conference on Rural Work that we should deepen rural reform,accelerate the reform in key areas and key links in rural areas,stimulate the vitality of rural resources and factors,improve the agricultural support and protection system,respect the creativity of the community and the masses,and promote the reform to make new breakthroughs.The rural Revitalization and Promotion Law of the People’s Republic of China promulgated in2021 further points out that it is necessary to improve the rural collective property rights system,enhance the vitality of rural collective ownership economy,promote the preservation and appreciation of collective assets,and ensure the benefits of farmers.Rural collective assets is an important part of the development of village collective economy,and also the core component of developing and strengthening the new collective economy.Strengthening the management of rural collective assets is not only the main responsibility of governments at all levels,but also become a hot topic of academic research in recent years.In view of the above reasons,this paper takes W Town of Q City as an example to study the management of rural collective assets.From the perspective of public management,this paper focuses on analyzing the current situation,finding problems,looking for reasons and putting forward countermeasures.Firstly,the concept of collective assets is defined,which assets belong to the scope of research is elaborated,and the corresponding management activities and management subjects are defined.Secondly,using the information asymmetry theory and principal-agent theory,the paper focuses on analyzing the reform of property rights system,the development of property verification and capital verification,the current situation of property rights transaction and the revitalization of rural collective assets in W Town under the village account and town management mode,so as to develop and strengthen village-level collective economy.Finally,according to the problems to explore the internal causes,looking for possible solutions,and then make the township government’s management work to achieve the ideal effect of preserving and increasing collective assets.
