With the development of informatization and digitization,enterprise management is facing a new environment that coexist with opportunities and challenges.Comprehensive budget plays a significant role in the enterprises management,and it can promote the efficiency of company operation.Comprehensive budget management refers to the continuous adjustment and optimization of enterprise resources based on the strategic goals,which can increase the efficiency of interior and exterior resource allocation,promote the refined management of enterprises from the perspectives of control,process,efficiency and risk,and improve the level of operation management.However,with the development of informatization,some deficiencies of traditional comprehensive budget management have gradually emerged,including budget objectives that are out of touch with reality,extensive budget management,and low business participation,which are difficult to apply to the development of current enterprises.Therefore,enterprise management should be transformed to refinement and full-staffing,and the emergence of the concept of business-finance integration has brought new ideas to comprehensive budget management.This thesis takes comprehensive budget management as the starting point,combines the theory of business-finance integration,uses documentations,field survey and case study.In order to improve the current status of budget management and help enterprises achieve budget management goals this thesis takes A Automobile Group as a case to comprehensively expound the current situation of its comprehensive budget management,and find out where the problem of its comprehensive budget management system.First of all,this thesis expounds the role of business-finance integration in comprehensive budget management,by studying the theory of budget management and related theories of business-finance integration,including the following points:first,attach importance to strategic guidance and promote the implementation of corporate strategies;second,keep an eye on the enterprise value chain,emphasizing business-driven;the third is to promote the participation of all employees,sink to the end of the business,and achieve refined management;the fourth is to achieve cross-departmental collaboration and information sharing;Secondly,this thesis expounds the current situation of Group A’s comprehensive budget management system in detail from the aspects of management organization,management process,and management content;and then finds the following problems in Group A’s comprehensive budget management:First,the degree of business participation is low,and the budget management system is in-comprehensive;Second,business language and financial language are inconsistent;Third,budget preparation and management are extensive,and budget results are inaccurate;Fourth,budget control is not detailed enough,and there is a lag;Fifth,budget analysis and assessment tend to be formalized;Sixth,lack of information construction of the budget management.Third,this thesis introduces the concept of business-finance integration to re-build the comprehensive budget management system of Group A,which can solve the problems.The first is to increase the participation of business departments and promote the participation of all employees by building an organizational structure,adding business department leaders and centralized management and control.The second is to improve the accuracy and refinement of budget management and realize the sharing of business and financial information by building top-level design,that is,expanding basic budget indicators,unifying business and financial language,and reconstructing business and financial processes.The third is to achieve full participation by building a full-link management and control process,emphasizing business driving.From the methods,a comprehensive budget management system under the background of business-finance integration will effectively promote the implementation of the strategy.Finally,this thesis puts forward the safeguard measures for institutional improvement,informatization construction and training industry and finance talents,that can promotes the construction and implementation of a new system of comprehensive budget management under the background of industry and finance integration.This thesis aims to introduce the concept of business-finance integration,establish a comprehensive budget management system under the background of business-finance integration,optimize resource allocation,strengthen management and control,and provide a powerful weapon for the implementation of corporate strategies.
