Research On The Realization Path Of High-quality Development Of New Urbanization In Yunnan Province From The Perspective Of "People-core"

Urbanization is an inevitable stage for human economic and social development to go through,and it is also a key link of the current socialist modernization drive with Chinese characteristics.Since the beginning of urbanization construction,China has made remarkable achievements,the level and speed of population urbanization significantly improved,but also caused a series of problems of extensive development and uneven development;the fundamental reason is the one-sided pursuit of "quantitative change" of urbanization development,while ignoring the "qualitative change" of urbanization development.As China’s economy has entered a critical period of high-quality development,the new urbanization is also gradually moving towards a stage of high-quality development.In the country vigorously advocate "people-centered" under the background of new urbanization development,Yunnan province as a traditional agricultural and populous province,the natural conditions,geographical location,population structure,development history,its new urbanization level,quality has been behind the developed areas,development status has attracted much attention.Therefore,it is particularly important to explore how to grasp the development opportunities in the new era,use the existing resources and conditions to break through the existing path,and realize the high-quality development of "people-core" new urbanization in Yunnan Province.This paper is based on the theory of population migration,dual economic structure theory,sustainable development theory and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,On the basis of combing the relevant literature at home and abroad,By reviewing the development process of urbanization in Yunnan province after the founding of the People’s Republic of China,Analyzing the current problems of new urbanization in Yunnan Province,Mainly include: unbalanced economic development,The level of urbanization among cities is prominent,"important places without people",Land urbanization is faster than population urbanization and the process of farmers lags behind,Rural migrants have little access to equal public services,a lack of identity and a sense of belonging,Low integration degree of new citizens,imperfect infrastructure and security system.Then,this paper from four aspects of economic development level,infrastructure construction,basic public services,living environment quality selected 12 factors,with the help of Stata15.0 software for 16 cities in Yunnan province from 2012-2020 data panel model regression analysis,and according to the empirical results to further explore the development of new urbanization high quality factors.Empirical research shows that these influencing factors have different impacts on the high-quality development of the new urbanization in Yunnan Province.Based on this,this paper explores the driving mechanism of high-quality development of new urbanization in Yunnan province from four aspects of government,industry,market and external economy.Among them,the government’s administrative force is the guarantee,which runs through the high-quality development of new urbanization,and points out the direction for the high-quality development of new urbanization in Yunnan Province.It also helps the infrastructure construction,equal basic public services and improve the quality of residents by providing corresponding institutional guarantee and financial support.As the driving force,industrial development is mainly reflected in improving the income level of urban and rural residents,enhancing their consumption ability,improving the quality of life and narrowing the gap between urban and rural areas;and solving the employment problems in the process of new urbanization through the transformation and upgrading of industrial structure.Market driven mechanism is the key,give play to the decisive role of market in resource allocation,promote the rational allocation of resource elements between urban and rural areas;external driven mechanism,mainly help the high-quality development of new urbanization in Yunnan Province through the development of foreign economy.Last,This paper is based on the dynamic mechanism of the high-quality development of the new urbanization in Yunnan Province,Combining the results of the qualitative and quantitative analysis,From the perspectives of economy,system,citizen quality and public service,the realization path of high-quality development of new urbanization in Yunnan Province from the perspective of "people-centered" is proposed,Mainly for: adhere to the "two types and three modernization",Help upgrade industrial structure,give full play to location and resource advantages,Play a good industrial development "three cards";Deepening the reform of the household registration system,Promoting the two-way flow of population between urban and rural areas and promote reform of the land system,To ensure the long-term livelihood of farmers whose land has been expropriated and improve the housing security
