| In recent years,China’s economic development has faced a situation of internal and external troubles.On the one hand,protectionism,hegemonism and unilateralism led by the United States are trying to suppress my country’s national rejuvenation through economic means;On the other hand,The Chinese economy still faces the problem of unbalanced and insufficient development.Therefore,The need of breaking the constraints of the original system with institutional innovation is imminent.To this end,China has stepped up the promotion of the construction strategy of free trade pilot zones with institutional innovation as the core,and strived to explore and accumulate more advanced systems through the status of a free trade pilot zone as a "test field".The reform mechanism,further expand the opening-up,and promote the process of my country’s globalization,in order to break the situation of blockade and suppression.The Yunnan Free Trade Pilot Zone is located in the southwestern border of China,where it locate,Yunnan Province,is an important economic and trade hub facing South Asia and Southeast Asia.As an indispensable part of promoting China’s high-quality development and globalization,the development and construction results of Yunnan Free Trade Pilot Zone are related to whether China can promote economic and trade cooperation with South Asian and Southeast Asian countries.Taking Yunnan Pilot Free Trade Zone as the research object,this paper attempts to answer three important questions: What kind of economic effects does the institutional innovation of Yunnan Pilot Free Trade Zone bring to the economic development of Yunnan Province? How to test and evaluate the economic effects brought by institutional innovation? In what direction should the institutional innovation of the Yunnan Pilot Free Trade Zone be directed in the future?This paper analyzes the current situation,mechanism and effectiveness of institutional innovation in Yunnan Pilot Free Trade Zone from three directions:investment facilitation,trade facilitation and industrial upgrading.The innovation of the investment facilitation system is based on the "negative list" and "build first and then check",and cooperate with the optimization of the service and supervision system,reform related infrastructure,channel smoothness and financial risks,lower the entry threshold,optimize The business environment effectively drives the inflow of foreign capital and promotes the process of investment facilitation.The innovation of the trade facilitation system is centered on the "single window" and "multiple channels at one port" system,and cooperates with the innovative customs clearance supervision service model,and reforms the supporting infrastructure,service process and supervision system,which greatly shortens the customs clearance time and improves customs clearance.The efficiency of service supervision has significantly promoted the growth of trade volume and further promoted the process of trade facilitation.The innovation of the industrial upgrading system is mainly based on "Certificate separation".Combined with the improvement of the business environment and the regulatory system,reforms have been carried out on government service efficiency and government regulatory functions,which have improved work efficiency and simplified the regulatory approval process.However,due to the current situation in Yunnan The pilot free trade zone lacks market entities,so the effectiveness of its system has not yet emerged.Through theoretical analysis and empirical test,this paper summarizes the existing institutional innovation of China(Yunnan)Pilot Free Trade Zone,and puts forward policy suggestions for future development: First,institutional innovation of investment facilitation has effectively promoted the inflow of foreign capital.The increase of capital stock requires more attention to the utilization rate of foreign capital,and the construction of service and supervision system.Second,the innovation of trade facilitation system has a very obvious effect on trade growth.With the optimization of trade structure brought about by trade growth,it is necessary to continue to explore and improve customs clearance efficiency.And the path of improving the customs clearance mode,and strengthening the special connection of service trade;third,the effectiveness of the innovation of the industrial upgrading system needs to be verified.At present,the establishment of industrial scale effect should be accelerated,and the head effect should be formed to drive industrial upgrading. |
