Research On The Construction Of China(Shanghai) Pilot Free Trade Zone

Under the international background of anti-globalization surging and trade protectionism rising,the volume of world merchandise trade and foreign direct investment declining.At the same time,Non-Conforming Measures and Pre-establishment National Treatment became the dominant modes of reaching agreements on regional trade and investment.Under such circumstances,People Republic of China have to be capable of adapting those dominant modes in order to not be isolated from other part of the world.At the domestic level,demographic dividend and the advantage of backwardness are going to be run out,if not already had been used up,the rate of economic growth is slowing down,the cost and risk of technical innovation and industrial upgrading are rising,and consequently,how to maintain the rate of economic growth become a problem that worth study.In the international and domestic backgrounds mentioned above,both policy makers and scholars have aware that the reformation of regulations of trade and investment is a must to maintain high rate economic growth of our nation.Under such circumstance,China(Shanghai)Pilot Free Trade Zone(SHFTZ)was established and was been placed high expectations by the Central Committee of the Communist Party of China and the State Council,and consequently,how to build SHFTZ well and test the reproducibility of its construction experiences become problems that worth study.This paper is intent to find out answers of those problems.By comparing the experiences of upgrading of Singapore Free Port and Hong Kong Free Port,this paper concludes that the government,whatever follow laissez faire doctrine or government intervention doctrine,can upgrade Free Trade Zone as well as promote economic growth by adopt appropriate economic policies.To be specific,the experience of Singapore Free Port inspires that the visible hand can be a helpful hand that promote the upgrading of Free Port by allocating different kind of economic factors rationally.The inspiration from Hong Kong Freeport is that during the period of upgrading of Free Port,government can form an intra-national Wild-Geese-Flying Pattern to benefit not only the Free Port itself but also a larger area.Aside that,this paper analyses the upgrading of SHFTZ and its path dependence from the perspective of institutional change.
