Research On The Government Regulation Of Urban Heating Marketization In Wuzhong

Urban heating is an industry that provides necessary universal services for the production and life of urban residents.It is an important urban infrastructure,also a limited public resource,which is directly related to the public interests.It is an important livelihood project.As early as about 2000,the reform of the heating system in China began to brew,,competition mechanism was introduced,the cultivation and regulation of the market was going.With the development of economy and society,the monopoly characteristics of heating itself and various problems in government regulation have appeared one after another,the PPP,BOT,BT and other franchise models that came into being have also put forward higher requirements for government regulaiton.In the market-oriented operation of urban heating,how to establish and improve the government regulation system and mechanism has become the focus of social attention.Based on the theory of principal-agent,economies of scale and effective competition,starting from the current situation of urban heating marketization,combined with the reality of urban heating marketization reform and development in Wuzhong City of Ningxia,this paper analyzes the problems existing in urban heating marketization,such as insufficient supply of heat resources,insufficient stability of heat supply,unsound heat pricing mechanism,and unstandardized management of heat enterprises,etc.,corresponding measures and suggestions are put forward.First of all,it is necessary to change the concept,not only supervise the market but also provide government services;explore ways to introduce appropriate competition in small areas,and punish these behaviors severely:power,gas and heating supply companies violate the anti-monopoly law,hinder fair competition in the market,harm the interests of other market players and consumers,so as to form shock and deterrence;promotion the heat metering widely to make the whole price formation process fair;explore a third-party supervision force such as industry associations;promote new energy,etc.Through the above measures,the government not only plays a good role as a referee in the franchised heating industry,but also assumes the role of a navigator of market cultivation,enterprise support and industry development.
