Research On Project Social Responsibility In International Projects Under The “Belt And Road” Initiative

As a significant driving force for new globalization,the "Belt and Road" initiative has provided a new platform and opportunity for the rapid overseas development of China’s international engineering contracting enterprises.With more and more engineering contractors accelerated the pace of “go abroad” and actively participated in the building of the “Belt and Road” initiative,remarkable achievements have been registered.However,negative news about the international engineering have been reported as well,among which the lack of Project Social Responsibilities(PSR)was the most discussed.The lack of the PSR not only leads to the damage to the economic interests of the projects themselves and the stakeholders,but also affects the smooth progress of the “Belt and Road” initiative,and the negative social effects it brought have become a stumbling block on the road to realizing a community with a shared future for mankind.Taking the “Belt and Road”Initiative as the background of the Times,this paper analyzes the characteristics of the International engineering projects thereof,and clarifies the concrete contents of the four levels of project social responsibility,namely,economic responsibility,legal responsibility,ethical responsibility and political responsibility.On the basis of stakeholder theory,project life cycle theory and sustainable development theory and etc.,this paper explores the prominent problems existing in the performing of project social responsibility of the "Belt and Road" international engineering projects,and further analyzes the causes of the problems from the cognitive,organizational and behavioral levels respectively.On this basis,this paper takes China’s aid to build Mpiti-Sehlabathebe Road in Lesotho,a southern African country,as the research object,and selects and investigates 58 issues related to the project social responsibility from the Guide on Social Responsibility for Chinese International Contractors.The results show that in the process of fulfilling social responsibility,the project has problems such as inadequate protection of employees’ rights and interests,inadequate environmental protection,unbalanced rights and interests of stakeholders,and lack of community attention.This result further verifies the conclusion that there are problems in the implementation of social responsibility of the "Belt and Road" projects in China.Based on this,this paper puts forward countermeasures and suggestions from the government level to Enhance the cognition of the project social responsibility,and the industry level to organize and guide the implementation of project social responsibility,and the enterprise level to strengthen the implementation of the project social responsibility for the “Belt and Road” projects.
