In recent years,the number of emergency incidents worldwide has been increasing year by year,causing essential impacts on people’s lives and property and the safety and stability of society.Group decision-making on emergency incidents is an integral part of emergency management.It is of great practical significance in reducing the damage caused by emergency incidents and avoiding secondary disasters.However,with the development of network information technology,it is easier for the public to express their personal opinions and views on emergency incidents.The impact of emergency incidents is no longer limited by time and space,making information complex and massive for group decision-making.At the same time,group decision-making is influenced by the social framework,and team emotions will inevitably impact the group decision-making attitudes and behavior of the emergency decision-making team.The complexity and difficulty of emergency group decision-making will also increase.Based on the above analysis,this research considers the evolution of online public opinion and studies the group consensus decision-making problem under an emergency incident.The main research work is summarized as follows:(1)A finite trust model is constructed based on an extension of the realistic context to analyze online public opinion’s evolutionary process and laws.The individual interaction process in the DW model is reconstructed,and the effects of differential user confidence,the influence of breaking news topics,and personalized information flow recommendation mechanisms on the opinion interaction process in social platforms are analyzed.The evolutionary trends of group opinion under different parameter settings are analyzed through simulation experiments and extended to realistic situations to portray online public opinion’s evolutionary process and laws under breaking news.(2)In emergency group decision making,a model of group emotional infection in group decision making based on the contagion model is developed for the negative emotional impact of emergency incidents on group decision making.A complete model of group decision-making under the influence of team emotional contagion is formed by combining the group decision-making model with the empathy relationship.The model integrates the details of several parameters of emotional contagion and group decision making and verifies the feasibility of the model through simulation experiments,which can provide a practical reference for the internal management of decision-making teams in emergency events in China.(3)A complete set of mechanisms for the interactive influence of online public opinion evolution and group decision making is constructed.In order to analyze the dynamic feedback process of group decision making oriented to the evolution of online public opinion,the influence of different decision release times and different decision values on the effect of decision release,as well as the influence of the evolution of public opinion on the formation of group decision making,are investigated.This research addresses the characteristics and laws of the evolution of online public opinion in emergency incidents,investigates the consensus reaching group decisionmaking process by teams under the influence of emotional infection,and constructs a group decision-making model for teams in emergency incidents.This mechanism will help the government and other relevant departments to make more scientific and effective emergency group decision-making and complement the theory of group decision-making in emergency incidents in the face of evolving online public opinion.
