Before 2004,the C city of J province was not divided into government and enterprise in real estate surveying and mapping.The real estate trading center was set up by the local Real Estate Administration Bureau to undertake the task of real estate surveying and mapping.Since 2004,the surveying and Mapping of real estate in j Province C began to carry out the reform of separating government from enterprise.After years of development,j Province C City Housing Authority has gradually formed and improved a set of Real Estate Registration and pre-sale permits for commercial real estate mapping results of the regulatory system.Under this kind of supervision mode,the government shoulders the responsibility of surveying and mapping results confirmation,meanwhile,it acts as the sole supervisor like “Parents of children”with the help of administrative examination and approval power.There is no denying that this kind of supervision has played a positive role for a long time,but at present there are also some problems,such as surveying and Mapping Enterprises over-reliance on government auditing and their loss of autonomy,to a certain extent,it interferes with the competitive mechanism of the survey and mapping market,the improvement of the technical audit ability of the survey and mapping of real estate lags behind the growth rate of the scale of the survey and mapping market,there is no separation between the technical audit and the administrative audit of the survey and mapping results,the technical audit relies entirely on government departments,and the lack of transparency of the survey and mapping results due to the lack of public access to information.At present,our society is in a high-speed transformation period,in the political democracy gradually perfect,the market economy system gradually perfect,the cultural environment gradually pluralistic atmosphere.On the one hand,according to China’s specific national conditions,the government is still an important subject that can not be missing in the process of market regulation and will certainly exist for a long time;on the other hand,in the face of changes in the social environment,the government as the main body of supervision can not be the only regulator,the main body of supervision has diversified.In view of the fact that the current supervision mode of real estate surveying and mapping achievements in C city has highlighted the places that are not suitable for the modernization of national governance,this paper attempts to analyze the reasons for the formation of the supervision mode of real estate surveying and mapping achievements in C city from the perspective of the Administrative Department of real estate,to refine the characteristics of the current government supervision model,find out what are the major problems in the supervision of the current real estate surveying and mapping results and analyze the reasons for their emergence.By changing the mode of examination and verification,weakening the examination and verification of Technical Affairs in the results of surveying and Mapping of real estate by government departments,and making the main actors of surveying and Mapping Market Return to the enterprises themselves,so that they can realize that enterprises should exist in the industries,must focus on the professional skills of real estate surveying and mapping itself,with professional skills to serve the market,so that surveying and mapping enterprises should assume their social responsibilities;For the government,it can reduce the handling of petition cases caused by civil disputes between development enterprises and home buyers,and it can devote more energy to the supervision of the surveying and Mapping Industry,reducing oversight of regulatory processes and policy gaps.Strengthening the technical transaction audit of Surveying and mapping result audit by purchasing public service.Strengthening the horizontal cooperation among government departments,and basing the three independent systems of administrative licensing system,market principal credit system and market supervision system on a unified information platform,so that the different departments of the system can share information and linkage to facilitate the implementation of ex post supervision.Increase the transparency of surveying and mapping results,for citizens to establish a fair,just and transparent real estate trading environment;The introduction of social intermediary organizations,the Registered Surveyor system to jointly establish a sound,multi-involved monitoring system of real estate surveying and mapping.
