In order to improve the security of energy supply,cope with the depletion of fossil fuels,and respond to the call for "carbon neutrality and emission peak",the proportion of large-scale renewable energy grid-connected power systems will gradually increase.As the scale of renewable energy grid integration continues to expand,the demand for flexible resources in the power system continues to grow.Due to the volatility and uncertainty of renewable energy output,its large-scale grid connection has led to sharp fluctuations in the net load of the system.To this end,the introduction of flexible adjustment services to meet the next runtime period of the system net load change needs,which can solve the problem wind curtailment and light curtailment caused by insufficient system flexibility resources caused by the large-scale grid connection of renewable energy in China.(1)Design incentive-compatible electricity market mechanisms.From the perspective of market mechanism,an electricity market mechanism based on the current development trend of China’s electricity market is designed,and a bi-level programming model with flexible adjustment services to promote renewable energy consumption is constructed.According to the physical and financial attributes of electricity market transactions,an electric energy market mechanism of the physical trading nature,an auxiliary service market mechanism and a financial transaction nature of electric power financial market trading mechanism that promote renewable energy consumption are designed.In order to avoid risks in electricity market transactions,the design of the power financial market mechanism adopts a CFD-based basis at the beginning of the market,and then gradually transitions to two-way,standard CFDs,and introduces futures,options and other power financial derivatives after the market mechanism matures,and improves the power financial market mechanism that promotes renewable energy consumption.(2)Establish a bi-level programming model with flexible ramping products.From the perspective of market operation,according to the net load change of the system in the T+1 runtime period and the prediction deviation that may occur in the load forecast,the upward and downward flexible ramping products requirements are determined.Taking the power system containing small unit groups of wind power and photovoltaics as an example,the pricing mechanism of flexible ramping products are studied.According to the basic operating mechanism of flexible ramping products,flexible ramping of service demand and its price,a bi-level planning model for the clearance of the electricity market with flexible ramping products for the purpose of reducing wind curtailment and light curtailment is determined.The upper layer of the model takes the optimal income of each market member participating in the power market clearance as the target function,and the lower layer of the model takes the minimum total cost of operating services provided by each system operator as the target function to achieve the optimal allocation of electricity market resources.In order to motivate various market entities to actively provide flexible resources,design an electricity market mechanism that meets the incentives,and construct a bi-level programming model with flexible ramping products to maximize social welfare,and optimizes the allocation of resources in the electricity market.According to the value creation of various types of generating units,the benefits are reasonably distributed,which mobilizes the enthusiasm and spontaneity of each power generation entity to participate in electricity market transactions,and maximizes social welfare,improves the economy and flexibility of power system operation.
