Development is the first priority,talent is the first resource,and innovation is the first driving force.For an enterprise,talent is its key innovation resource,and the agglomeration of innovation elements is the basis for enhancing innovation capabilities,and a continuous strategic offensive of talents can effectively enhance the agglomeration of enterprise innovation elements.Existing studies have pointed out that in order to maximize the development of human capital and stimulate the internal motivation of talents,the government’s talent policy introduces,trains and motivates talents through a series of action plans,promotes the flow of talents,and increases the reserve of innovative talents for enterprises.Since the reform and opening up,my country’s talent policy system has become more and more complete,and the use of policy tools has changed from one yuan to pluralism;regional policies have both commonalities and differences,and effectively meet the needs of enterprises’ innovative characteristics;talent policy effect evaluation has gradually become a system,reflecting advantages,locating problems,and accurately Improve.However,the research on the role of talent policy in enterprise innovation has not yet formed a clear system,and there is still a lack of many tests.From the perspective of research methods,evidence from empirical testing is relatively lacking.From the perspective of research content,most of the relevant researches substitute talent policy as a part of the research on incentive policies,and there are few studies focusing on the impact mechanism of talent policy on enterprise innovation.Judging from the research objects,both talent policies and enterprises have significant regional characteristics.Whether the role of talent policies in enterprise innovation can be applied to the provincial level needs to be expanded.In view of this,this paper takes talent policy and enterprise innovation as the main research content,and focuses on the theory of signal transmission.First,it points out how talent policy can alleviate the phenomenon of information asymmetry,sorts out the additional role of signal transmission,and discusses the inclination of government resources and external financing to attract talents.Policy influences the potential intermediary role in enterprise innovation;secondly,it conducts research on Jiangsu Province’s talent policy,and on this basis combines existing research to generate questionnaire items suitable for the implementation of Jiangsu Province’s talent policy;finally,the questionnaire is distributed to Jiangsu Province’s talent policy enterprises,and conduct empirical analysis with 1017 valid questionnaires.Through empirical analysis,the main conclusions are as follows: First,the regression results of the full sample show that the talent policy of Jiangsu Province has a significant role in promoting enterprise innovation,and also has a positive effect on enterprise exploratory innovation and utilization innovation,and The positive effect of talent policy on exploratory innovation is slightly higher than that of exploitative innovation,which is closely related to the talent policy orientation of Jiangsu Province.Second,the analysis of the mediating effect of enterprise resource acquisition shows that the signaling effect of Jiangsu Province’s talent policy is conducive to enterprises accessing the dual resources of the government and the market,thereby promoting enterprise innovation.Specifically,the talent policy plays a positive signal role,providing support for enterprises to absorb more innovation resources.Other positive effects such as the "certification effect" of talent policies provide external investors(including the government)with positive information about the company’s existing resources and development prospects,and alleviate the information asymmetry between external investors and the company,thereby It will have an impact on the investment decisions of external investors,and on the contrary,enterprises will have more government resources and market resources.Third,the analysis of the moderating effect of political connections shows that corporate political connections can significantly and positively moderate the relationship between enterprise resource acquisition and innovation.Political connection is a manifestation of the strategic orientation of an enterprise,and it is also an enterprise’s efforts to build a good relationship between the government and the enterprise.Enterprises try to establish and maintain a good relationship with the government in various ways,which is extremely beneficial to the development of enterprise innovation.Fourth,the heterogeneity analysis of the nature of enterprises shows that,compared with state-owned enterprises,non-state-owned enterprises strengthen the signaling effect of talent policy on enterprise innovation,while the signaling attribute of talent policy in promoting innovation of state-owned enterprises is not significant.Finally,based on the above conclusions,a series of targeted suggestions are put forward from the perspective of the government and enterprises.
