Research On The Problems And Countermeasures In Promoting The Unified Real Estate Registration System In Huai’an City

Since the implementation of the unified real estate registration system,local governments,real estate registration institutions,housing and construction,public security,civil affairs,provident fund centers,commercial banks,various financial institutions and other relevant units have been making continuous efforts for the orderly promotion of the policy.On the basis of summarizing the disadvantages of decentralized registration and combining with local reality,all localities have issued corresponding real estate registration methods and policy documents.Remarkable achievements have been made in the construction of real estate information platform,inter departmental information interconnection and sharing,and optimizing the business environment.It has been six years since Huai’an officially implemented the unified real estate registration in 2016.With the continuous promotion of the unified real estate registration system,while achieving new results,some problems that are difficult to solve are also exposed: such as the imperfect legal system,the professional quality of registrants needs to be improved,the interconnection and sharing of information between departments is not in place,the problems left over from the history of real estate registration are difficult to deal with,and the degree of process integration between departments is not high.By analyzing the promotion of the unified real estate registration system in Huai’an City,this thesis studies the problems found in the promotion,discusses the internal causes of these problems,and uses the knowledge of public management,combined with the government process reengineering theory and the new public service theory to improve relevant laws and regulations,promote digital construction,strengthen personnel management and training,improve the handling mechanism of difficult problems Optimize the administrative approval process and other aspects,and put forward the countermeasures to solve the problems,so as to provide a useful reference for optimizing and promoting the unified registration of real estate in Huai’an City.
