The problem of decentralized registration of immovable property,which has been used for more than 20 years,led to a series of problems,such as high administrative costs and poor protection of the interests of the masses.Into 2013,the first time the country explicitly proposed to establish national real estate system.Through strict system design and coordination of various departments,beginning in 2015 began to implement a real estate system,in the implementation process,but also encounters a series of problems,affecting the final registration of immovable property landing.Before immovable property unified registration system introduced and implemented,it implemented the decentralized registration system in China.As the real estate belongs to the residents of major property,related to the people's livelihood,large demand and wide range,but also has long-term,scarcity and immobile and non-hidden and so on,so the real estate registration as an example to analyze the old system of real estate registration malpractice and the advantages of the new system.Summary and elaboration,but also tells the old system of malpractice and the advantages of the new system.Through the development of China's real estate registration system,this paper points out that 1992,2007 and 2013 are the key years of the real estate registration system reform in China,and it is divided into three stages,and the characteristics of each stage are carried out.Then,this paper systematically expounds the present situation and process of real estate registration in Yangzhou City.On this' basis,it summarizes the difficulties in the process of unified registration of real estate in Yangzhou.According to Yangzhou real estate registration in the actual implementation process of the three aspects of the problem,that is,the uneven distribution of registration institutions and shortage of personnel,the disunity of data system and personnel business level to be enhanced service needs to be improved.It also analyzes the reasons for the difficulties,that is,the difficulties of institutional integration and the shortage of personnel funds,the complexity of the data integration process and the lack of hardware input,the lack of public spirit and the lack of professional literacy.Finally,from the two dimensions of the design and practical operation of the large institutional framework,this paper selected the international and international countries such as Shenzhen and Suzhou,and summarized their respective characteristics in the system design and implementation and exploratory successful experience,that is,sub-regional additional registration agencies,to speed up the integration of unified registration data,improve the ability and quality of personnel constantly and multi-initiatives to effectively improve the quality of service.In view of the problems in Yangzhou City,we have carried out in-depth research,hoping to provide some useful revelation for Yangzhou real estate unified registration better and faster.
