Study On Performance Evaluation And Influencing Factors Of Farmer Specialized Cooperative In Tian Dong County

Under the background of rural revitalization,China’s agricultural modernization is accelerating,and the country pays more and more attention to the development of new cooperative economic organizations.The no.1document of the CPC Central Committee in 2021 stressed the need to strengthen the construction of a modern agricultural operation system,which highlighted farmer cooperatives.The establishment of specialized farmer cooperatives plays an important role in improving the quality of China’s supply system and promoting the effective connection between small farmers and modern agricultural market.Since the implementation of the Law on Farmers’ Professional Cooperatives in 2007,the number of cooperatives around the country has grown rapidly,and various problems have also emerged.A series of problems,such as small scale of development,non-standard management,talent shortage,single sales channels and financing difficulties,have hindered the development of cooperatives.Therefore,a scientific and reasonable performance evaluation system plays a vital role in the development of cooperatives.It can analyze the important factors that affect the development of cooperatives,and find the shortcomings of their own development by comparing with other demonstration cooperatives,so as to help them achieve standardized and efficient development.In this paper,20 sample cooperatives in Tiandong County are selected.Based on transaction cost theory and enterprise performance evaluation theory,the performance evaluation system of cooperatives is constructed through analytic hierarchy process.Sixteen specific indicators of economic benefit,organization operation,organization development,social benefit and ecological benefit are selected to calculate the weight value of each indicator,and then calculate the performance value of each indicator by means of the efficacy coefficient method and linear comprehensive evaluation model.Finally,the horizontal and vertical comparative analysis of the performance values of all levels of indicators is made,and the influencing factors of the performance evaluation of professional farmer cooperatives in Tiandong County are obtained.According to the study of performance evaluation and influencing factors,the following conclusions are drawn: 1.Tiandong Agricultural specialized cooperative is still in the primary stage of development;2.Cooperatives with high comprehensive performance evaluation have many similarities;3.The performance of cooperatives in organizational operation and development is relatively good,the performance of ecological benefits is average,and the performance of economic and social benefits is low;4.The improvement and implementation of the system,the educational level of the director,the satisfaction of the fund of the cooperative,the government’s support and other factors have a significant impact on the performance of the cooperative.Based on the research results,corresponding policy suggestions are put forward: 1.Deepen the cooperation level and encourage joint operation;2.Standardize organizational system and strengthen internal management;3.Pay attention to personnel training and improve the quality of members;4.Strengthen policy support to alleviate financial problems.
