| The report to the 19th CPC National Congress calls for the establishment and improvement of an economic system featuring green,low-carbon and circular development.For a long time,China’s agricultural production inputs are mainly chemical fertilizers,pesticides,resulting in soil hardening,pesticide residues and other problems are more and more serious,causing serious harm to the environment,affecting the sustainable development of agriculture.China has become the world’s largest producer and consumer of fertilizer,according to the World Food and Agriculture Organization.In recent years,with the implementation of green production mode,the reduction of chemical fertilizer and the replacement of organic fertilizer have increasingly attracted the attention of the majority of scholars.As the main body of agricultural activities,farmers’ endowment will affect the decision and implementation of organic fertilizer application in production.As a market guide,the government’s policy formulation and implementation will interfere with farmers’ behavior.As a characteristic poverty alleviation industry in Anhui Province,tea industry has a deep influence and covers many farmers.Therefore,it is of great significance to clarify the influence of capital endowment and government regulation on organic fertilizer application behavior of tea farmers in the production process by taking family as the micro basis of organic fertilizer application for the green development of agriculture and the high-quality development of tea industry.Based on the existing researches of relevant scholars at home and abroad,this paper sorted out the research data of the research group in the main tea producing areas of Anhui Province based on the capital endowment theory,externality theory and peasant household behavior theory,and assigned values to the capital endowment and government regulation indicators through the entropy method.Stata16.0 software was used.Through the ordered Probit model,the influence of capital endowment,government regulation and their interaction on farmers’ organic fertilizer application behavior was analyzed.The results showed that both capital endowment and government regulation had a significant positive effect on farmers’ organic fertilizer application behavior in tea production process.Secondly,government regulation played a restraining role in the moderating effect of capital endowment on farmers’ organic fertilizer application behavior.Among the control variables,gender had a significant positive effect on farmers’ organic fertilizer application behavior,that is,males were more inclined to apply organic fertilizer.It may be that the elderly are affected by the inherent cognition,age significantly negatively affects farmers’ application of organic fertilizer;In the actual research,due to the wide coverage of trained farmers,most of them received the training,and the training status had no significant impact on farmers’ organic fertilizer application behavior.Based on this,this paper argues that in the new era of building a "two-oriented" society,the government should first improve the land transfer mechanism,strengthen the education of tea farmers,consolidate and strengthen the social network construction in rural areas,so as to improve the level of tea farmers’ capital endowment.Secondly,the government should actively carry out green publicity,enhance tea farmers’ awareness of green fertilization,enhance tea farmers’ awareness of green agriculture,and contribute to the construction of beautiful countryside.Finally,according to the external characteristics of the environment,the government should improve the compensation mechanism of organic fertilizer application,increase the compensation intensity,and further improve the enthusiasm of tea farmers to apply organic fertilizer,which is conducive to the development of agricultural circular economy and promote the high-quality development of agriculture. |
