Research On The Executive Power Of Tax Reduction And Fee Reduction Policy In C District Of J City

At this stage,under the pressure of economic downturn and the friction between foreign trade,science and technology,and New Coronavirus’ s epidemic in recent years,it is hard to avoid pressure on domestic economic growth.The policy of tax reduction and fee reduction has been mentioned in the government work report for many times since 2018.It is an important long-term measure for China’s strategic development.It is related to the vital interests of enterprises and has been highly valued by the party and the state.In January 2022,Premier Li Keqiang made it clear that "we should implement new and greater combined tax cuts and fee reductions",and put forward higher requirements for the degree and mode of the implementation of the tax cuts and fee reductions policy.Good policies need to be implemented rigidly in order to achieve good results.From the micro perspective of the grass-roots tax bureau in District C of city J,with the help of Maclaughlin’s mutual adaptation model and system theory,this paper analyzes the lack of grass-roots policy implementation from four aspects: the policy executor itself,the tax reduction and fee reduction policy,the taxpayer and the external environment,and puts forward countermeasures according to relevant factors,such as improving the main quality of policy executors and improving the scientificity and operability of the content of tax reduction and fee reduction policy,Improve the equal communication with taxpayers and improve the external support system.For achieving the better goals,and improve the sense of gain and satisfaction of taxpayers in the implementation of the tax reduction and fee reduction policy.
