Research On The Social Co-governance Problem Of The Traceability System Of Imported Cold-chain Food Safety

Food is essential,and safety should be a top priority.Food safety is not only closely related to people’s lives and health,but also related to national security and social harmony.The outbreak of COVID-19 adds more risks to food safety.In order to ensure imported cold-chain food safety,local governments have established traceability systems of imported cold-chain food to strengthen supervision on imported cold-chain food.Firstly,this paper defines the concepts of imported cold-chain food,traceability system of food safety,social co-governance of food safety and so on.Through citing relevant theories such as market failure,government failure and social co-governance,theories of social co-governance of food safety is clarified.Secondly,this paper takes Changzhou as an example and investigates how the main subjects participate in the traceability system of imported cold-chain food.According to the research,there are reasons for the failure of playing their due role in the traceability system of imported cold-chain food fully,such as the regulatory system being adjusted frequently,immature traceability system,lacking institutional guarantee,poor in safety consciousness and legal consciousness,information asymmetry.Finally,hoping for the better traceability systems of imported cold-chain food in Changzhou and even the whole country,this paper proposes improvement measures to promote the social co-governance of the traceability systems of imported cold-chain food.
