| With the rapid development of China’s social economy,the public’s expectations for the quality of public goods and services are increasing day by day.At the same time,land and financial resources are in short supply,the cost of urban construction has increased significantly,and the problem of increasing financial burden has become increasingly prominent.It is difficult for the government to realize the expectation of all-round public services in various fields by itself.Based on this background,the public-private partnership(PPP)model has gradually become the main mode of encouraging and guiding social capital to participate in the supply of public services by virtue of its advantages of attracting social stock capital,alleviating financial pressure and improving the quality and efficiency of public products.Local governments actively implement the call of the central government,discuss and formulate relevant policies and plans to guide the implementation of PPP projects.In recent years,in response to the call,L city has actively changed its concept,promoted the supply-side structural reform,stimulated the vitality of the investment and financing market through the introduction of social capital,accelerated the landing of a number of PPP projects,and then promoted the improvement of the quality and efficiency of government public services,drove the expansion of local investment scale,and obtained significant social and economic benefits.However,at present,the standard PPP operation mode has not been formed in L city,and the development achievements of PPP projects are limited.Based on this,it is necessary to analyze the difficulties existing in the PPP operation mode in L City,and put forward targeted suggestions for improvement,so as to accelerate the landing of PPP projects,which has certain theoretical and practical guiding significance for THE PPP mode operation and project development.The PPP project based on the L city as the research object,using literature research,case method,interview method,based on the relevant theoretical knowledge of public management,briefly expounds the L city PPP run the overall situation,mainly selected the L city economic development zone,water environment comprehensive treatment,the PPP project and L wulong river basin comprehensive treatment the PPP project two representative cases,The construction background and basic situation of the project are elaborated,and the application and effectiveness of PPP model in the case are analyzed.Through the case study,the problems and experience of the two cases in the three stages of project preparation,project construction and project operation were analyzed.It was found that in the process of applying PPP mode in L city,there were problems such as insufficient project management ability of local government,poor communication between project participants,slow project cost recovery and inadequate government supervision.Finally,countermeasures are put forward: L city needs to clarify the government function positioning,improve the supporting government working mechanism,match reasonable investment return mechanism and risk distribution mechanism,build professional institutions and talent team,and strengthen the communication between the government,the public and third-party institutions. |
