Agriculture is the foundation of national economy and is related to food security in the future.However,the particularity and fragility of agriculture make agricultural production face a variety of risks.Agricultural insurance can play a role of risk protection when natural disasters occur,which makes China’s agricultural policy support inclined to agricultural insurance,policy to promote the continuous development of agricultural insurance.Farmers’ sense of obtaining insurance is one of the key links in the sustainable development of agricultural insurance.According to the Guiding Opinions on Accelerating the High-quality Development of Agricultural Insurance,it is required to optimize the details of agricultural insurance-related policies,improve the service capacity of agricultural insurance underwriting and claims settlement,and meet the needs of farmers for agricultural insurance.The Agricultural Insurance Underwriting claims Management Measures put forward more stringent claims management requirements.Therefore,in the context of the high-quality development of agricultural insurance,it is necessary to explore the situation that insured farmers obtain compensation,and put forward suggestions for improving the sense and satisfaction of insured farmers.Previous studies have shown that there is no corresponding relationship between risk disaster and compensation situation after risk disaster,and the insured with claim qualification often misses compensation due to various obstacles.For example,the higher cost of survey loss makes the insurance salesman refuse to take out insurance,or the higher time cost makes the insured farmer give up claiming.Among them,one of the factors affecting the survey cost is the farmer’s planting scale,one of the key factors affecting the cost of claim is the farmer’s non-agricultural employment situation.However,the existing research has the following limitations: first,there are few studies on the influencing factors of agricultural insurance compensation in the existing literature;Secondly,there are few researches in China to analyze the influence of farmers’ characteristics on farmers’ access to agricultural insurance compensation from the perspective of farmers.Third,planting scale and income structure are important factors affecting agricultural risk and farmers’ behavior,and few domestic studies have introduced them into agricultural insurance compensation.Therefore,this study explores the influencing factors of farmers’ compensation from the perspectives of farmers’ planting scale and income structure.The research results have positive significance for improving the quality of agricultural insurance compensation and better meeting the risk protection needs of farmers.In this paper,we study the impact of farming scale and income structure on insured farmers’ compensated.We use microscopic research data from 829 farmers in three provinces in central China in 2021 to construct a binary Probit model to study the impact of farming scale and non-farm income on insured farmers’ compensated,and add interaction terms to analyze the mechanism of farmers’ personal ability on their compensation;on this basis,we further understand the characteristics of beneficiary groups of agricultural insurance compensate and the impact of claims experience on withdrawal from agricultural insurance programs;finally,we propose policy recommendations.The research results are as follows :(1)there is a negative correlation between the proportion of non-agricultural income and the insured farmers’ compensation,which is because the insured farmers with a higher proportion of non-agricultural income have a lower demand for risk compensation for stable agricultural income,and the time cost of applying for compensation is higher,so the insured farmers have a lower probability of receiving compensation.(2)There is a positive correlation between the scale of family planting and the insured farmers’ compensation.The larger the scale of planting,the larger the scale of absolute risk compensation.In addition,the lower the proportion of claim application cost to the amount of compensation,the higher the probability of insured farmers’ compensation.(3)The proportion of non-agricultural income may be affected by the number of training,which indicates that the insured farmers exert their personal ability to affect the probability of compensation;(4)Farmers with large farming scale and small share of non-agricultural income are the main beneficiaries of agricultural insurance plan,and farmers’ loss experience will affect their choice of participation and withdrawal of agricultural insurance.Based on the above conclusions,this paper puts forward the following suggestions:First,strengthen the publicity of agricultural insurance,enrich and innovate the content and form of agricultural training;Second,improve the service level of agricultural insurance to meet the security needs of different farmer groups;Third,improve the operation efficiency of agricultural insurance,add more online and offline institutions,reduce the cost of claims settlement,and efficiently complete the underwriting claims settlement work;Fourth,optimize land transfer policies,cultivate large-scale operators,and promote the sustainable development of agricultural insurance.
