| Unbalanced urban-rural development and insufficient rural development are still the main contradictions in my country’s social development at this stage,and agriculture and rural areas are still the prominent shortcomings of socialist modernization.In order to narrow the gap between urban and rural areas and promote rural development,the 19 th National Congress of the Communist Party of China proposed to take "agricultural and rural modernization" as the overall goal,comprehensively implement the rural revitalization strategy,strengthen the use of industry to supplement agriculture,and urban and rural areas,and promote the formation of mutual promotion between industry and agriculture and complementation between urban and rural areas.,the coordinated development and common prosperity of the new industrial-peasant-urban-rural relations,and speed up the socialist modernization drive.At the end of 2021,the urbanization rate of my country’s permanent population has reached 64.72%,which means that urbanization has entered the second half.The traditional urbanization model has made important contributions to the process of urbanization in my country,but there are still many problems left.The transition from "urban-rural integration" to "urban-rural integration" and from "agricultural modernization" to "agricultural and rural modernization" marks that my country’s urban-rural relationship has entered a new historical period.In the process of accelerating agricultural and rural modernization in the new era,it is urgent to scientifically grasp the relationship between agricultural and rural modernization and urbanization,explore new paths and new methods for the coordinated development of agricultural and rural modernization and urbanization,and promote the equal exchange and two-way flow of urban and rural elements to achieve Urban-rural integration.This study firstly analyzes the relationship and mechanism of agricultural and rural modernization and urbanization based on system theory,dual economic structure theory,and urban-rural integration development theory.Secondly,Yangling District,the pioneer area of agricultural modernization in the Guanzhong Plain,the "experimental field" of agricultural modernization in China,and the only county-level administrative area under the national Yangling Agricultural High-tech Industrial Demonstration Zone,is selected as the research object,and the evaluation method for the coordinated development of the time dimension and the space dimension is constructed.Furthermore,from the regional level,the research period from 2010 to 2019,when the relationship between agricultural and rural modernization and urbanization in Yangling District has changed most significantly,is selected to analyze the diachronic coordinated development law and obstacle factors of agricultural and rural modernization and urbanization development.At the level,taking the Yangling global villages in 2019 as the research section,the spatial distribution characteristics of the global villages in industrial upgrading,livable life,space intensive and comprehensive and coordinated development were analyzed.Finally,a coordinated development and optimization path of "clarifying development goalsbreaking through obstacles-stimulating power engines-perfecting institutional guarantees" is proposed.The research proves that there is a mutual promotion and coordination relationship between agricultural and rural modernization and urbanization in Yangling District.From2010 to 2019,the coordination level of agricultural and rural modernization and urbanization in Yangling District increased from level 3 to level 9,the coupling coordination degree increased from 0.213 to 0.995,and the coupling coordination development state developed from moderate imbalance to high-quality coordination.From 2010 to 2013,the coordination state of the two was adjusted between mild and moderate disorders;from 2014 to 2019,agricultural and rural modernization and urbanization entered a stage of coordinated development,and the relationship between the two was strengthened,and urbanization developed comprehensively.The level has risen rapidly,surpassing the modernization of agriculture and rural areas.In 2019,although Yangling District was in a state of high-quality coordinated development of agricultural and rural modernization and urbanization as a whole,the comprehensive development level of agricultural and rural modernization was lagging behind and the improvement was slow.The development constraints of the modernization of life,the modernization of agricultural industry,and the modernization of rural facilities and services.The results of the comprehensive and coordinated development of villages in2019 show that the comprehensive and coordinated development of villages spans a wide range.Although the development of villages has different degrees of development in terms of industrial upgrading,livability and spatial agglomeration,there are significant differences.The phenomenon of spatial agglomeration,urban space and villages with a high degree of comprehensive coordination have a significant effect on radiation.Based on this,this study proposes that Yangling District should first clarify the development trend of urban and rural areas and the development goals of urban-rural integration,and promote urban and rural development from two aspects: breaking through the development obstacles of agricultural and rural modernization and stimulating the development momentum of local urbanization,while improving the coordinated development of urban and rural employment system,Housing system,land management system,basic public service system,and implementation guarantee system for coordinated development.In this way,the coordinated development path of agricultural and rural modernization and urbanization will be optimized,the coordination and mutual promotion of the two will be promoted,the comprehensive benefits will be maximized,and the goal of urban-rural integrated development and agricultural and rural modernization will be accelerated. |
