| In the context of the increasingly close global economy,the size of innovation capacity often determines the strength of national strength.In today’s world,improving innovation ability is one of the important ways to improve comprehensive national strength.After decades of development,China’s comprehensive national strength and innovation ability have grown considerably,and the total amount of R&D funds has become the second largest in the world.But there is no denying that although extensive development has led to the continuous expansion of industrial scale and the rapid rise of industrial cities,it has also caused serious environmental problems.How to coordinate the relationship between the rapid development of industry and the continuous deterioration of the environment has become a key problem that needs to be solved urgently.Green innovation comprehensively considers the factors of innovation and environment,which is the direction of current and future innovation development.In this sense,how to accurately measure the efficiency of green innovation,and find out the factors which can affect the efficiency of green innovation,is of great significance to continue to promote our high-quality economic development.Based on the review of literature on the measurement of green innovation efficiency,this paper discusses the possible improvement of the existing literature on the measurement method.On this basis,based on the statistical data of 250 prefecture-level cities from 2007 to 2019,by introducing the environmental pollution index and carbon dioxide emissions and other undesirable output indicators,the super-efficiency SBM-DEA model and the global reference malmquist index method were adopted.The measurement and analysis of urban green innovation efficiency and its dynamic change are given.The results show that most of the cities with effective green innovation efficiency DEA are provincial capitals and cities with high economic development level,while most of the cities with low green innovation efficiency are located in the central and western regions.There exists a certain degree of investment waste in green innovation activities in most cities in our country;On the whole,the total factor productivity of green innovation in China showed a spiral upward trend from 2007 to 2019,and entered a stable development stage after 2017.In terms of influencing factors of green innovation efficiency,this paper introduces the green innovation efficiency into the regression model,and uses the panel Tobit model to carry out a regression analysis on the influencing factors of green innovation efficiency of 250 cities in China from 2011 to 2019.It is found that there is a significant positive relationship between the comprehensive development level of digital economy and urban green innovation efficiency,but the impact degree is different in the eastern and central regions.Other factors,such as the level of economic development and industrial structure,also play a positive role in promoting the efficiency of urban green innovation.The robustness test of the replacement model and the core variables also confirmed the above conclusion. |
