Research On Problems And Countermeasures Of Metrological Supervision In Y City

In the 14th Five Year Plan for National Economic and Social Development and the 2035 Long Range Goals,it is proposed to further improve the construction of national quality infrastructure.On this basis,it is also necessary to continue to strengthen the construction of quality systems and capabilities in metrology,standards,patents,and other aspects.The goals also explain the guiding ideology and basic principles that need to be followed for the development of China’s metrology industry,propose future goals for metrology development,explain key tasks that need to be paid attention to during development,and list corresponding safeguard measures,pointing out the need to gradually improve the metrology supervision and management system.In the State Council’s plan for the development of metrology(2021-2035),it is also explicitly stated that strengthening metrology supervision and management and improving the efficiency of metrology supervision should be strengthened.The reform of "streamlining management and serving the government" has been deeply promoted,and government functions are also undergoing a transformation.The original regulatory methods are no longer applicable,and market supervision and management are facing new problems and challenges.Measurement supervision is also an easily overlooked part of many market supervision work.How to achieve efficient supervision and improve the effectiveness of measurement supervision is currently a topic that every measurement supervision department needs to deeply consider.Grassroots metrology supervision is the last hurdle of policy implementation,facing various market entities directly.The market supervision and management department of Y city has completed institutional reform work,integrating multiple regulatory functions.The establishment of the new department brings new challenges,and there are also some new problems.Taking the metrology supervision work of small and medium-sized enterprises in Y city as the research object,identifying problems and proposing solutions is of great significance for the reform and promotion of metrology supervision work in Y city.Through visits and research,it was found that there are currently four main problems in the metrological supervision of small and medium-sized enterprises in Y city,including incomplete information on measuring instruments,limited coverage of metrological supervision,low regulatory efficiency,and repeated prohibitions of metrological violations.Based on the new public service theory and the theory of multi center collaborative governance,using research methods such as literature analysis,interviews,and questionnaire surveys,this study deeply analyzes the reasons for the metrological supervision problems of small and medium-sized enterprises in Y city,Based on the research results and the actual situation in Y city,four solutions are proposed:first,to strengthen the construction of metrological supervision information;second,to optimize the allocation of metrological supervision human resources;third,to build a diversified collaborative governance path;and fourth,to improve the long-term mechanism of metrological supervision.At the same time,this study has certain reference significance for the reform of metrology supervision in other county-level cities and for solving grassroots metrology supervision problems.
