Digital Economy, “mass Entrepreneurship” Vitality And Regional High-quality Developmen

Digital economy,as a new economic model with rapid development in the new era,relies on digital technologies such as mobile communication,big data and artificial intelligence.The 14 th Five-Year Plan clearly states that by 2025,the added value of the pillar industries of the digital economy will reach 10% of the GDP.Promoting the sustainable development of the digital economy has become an important part of the national development strategy,reshaping the economic development structure of our country,continuously penetrating into all areas of social development,and becoming an important driving force for achieving high-quality development goals.Based on the data of 30 provinces in 2011-2020,this paper puts innovation vitality,entrepreneurial vitality and business environment into the framework of high-quality development of digital economy.The main contents are as follows:(1)Establish a comprehensive evaluation index system for regional digital economy and high-quality development level,and measure the comprehensive index of digital economy development level and the comprehensive index of regional high-quality development level of all provinces in China.(2)Use the OLS model and the fixed effect model to analyze the direct effect of digital economy on regional high-quality development.(3)Carry out endogenous testing by introducing the core variable lagging one period and the system GMM re-estimation method,and carry out robustness testing by adopting the two methods of tail reduction treatment and principal component analysis method to recalculate the comprehensive index.(4)Examine the intermediary effect of innovation and entrepreneurship vitality in the digital economy affecting regional high-quality development,and compare the intensity of the intermediary effect.(5)Use the regulatory effect model to test the regulatory effect of business environment in the relationship between digital economy and regional high-quality development.(6)Use the panel threshold effect model to explore the different possible effects of digital economy on regional high-quality development at different stages of development.(7)Discuss the differences in the quality development effect of digital economy in different regions through regional heterogeneity analysis.Through the above research,the following conclusions are drawn:(1)During the sample survey period,the overall digital economic development level of China has been on the rise year by year,but the overall level is still low and the "gap" of digital economic development among regions still exists.(2)During the sample survey period,the overall regional high-quality development level of China has been continuously improved,but the growth rate is slow,the central and western regions show extremely strong development trends,and the gap of high-quality development among regions has been gradually narrowed.(3)Under the control of other variables,the digital economy can promote the high-quality development of the region,and there is a single threshold effect of the digital economy on the high-quality development of the region,and the effect varies from region to region.(4)The digital economy promotes the high-quality development of the region through the dual intermediary mechanism of innovation vitality and entrepreneurial vitality,and the contribution of the intermediary effect of innovation vitality is higher.(5)The business environment can promote the high-quality development of the digital economy.Based on the above conclusions,relevant policy recommendations are put forward as follows:(1)Update and improve the construction of digital infrastructure such as mobile communication and the Internet to lay a solid foundation for the construction of digital economy.Vigorously promote industrial digitalization,realize the digital transformation and upgrading of agriculture,industry and service industry,strengthen the construction of digital industrialization at the same time,and cultivate the supporting role of digital technology in industrial development,so as to further improve the development level of digital economy.(2)Accelerate high-level opening up to the outside world and focus on promoting high-quality development.Focusing on foreign trade and cultural openness,we will actively integrate into the global development network through independent innovation and research achievements,as well as the cultural tourism industry with Chinese characteristics,and utilize international innovation resources to create a higher level of development pattern for opening up to the outside world.(3)Narrow the "gap" in regional development,and create a new pattern of regional development.Differentiated development strategies shall be formulated in light of the actual development of each region: the eastern region shall,on the basis of maintaining its own development advantages,strengthen innovation and research and development;the central and western regions shall follow the example of the eastern region,learn from advanced experience,encourage the recruitment of large enterprises and attract strong ones,fully release the dividends of digital economy development in all regions,and narrow the regional development differences.(4)Encourage innovation and entrepreneurship activities and stimulate the vitality of regional development.Efforts shall be made to increase support for scientific and technological innovation,promote the cross-disciplinary integration and in-depth cooperation among multiple subjects of production,study and research,and accelerate the transformation of scientific and technological achievements into productive forces.Meanwhile,we shall further cultivate and develop new forms of employment and entrepreneurship,build a digital service system that adapts to the characteristics of the digital era,and release new driving forces for regional development.(5)Optimize the construction of business environment,and promote high-quality regional development.Strengthen the construction of both soft and hard business environment,constantly improve and strengthen the regulatory role of relevant systems,policies and markets,create a good business environment,create a good atmosphere for the healthy development of the digital economy,and optimize the role of the digital economy in high-quality regional development.
