As an emerging industry promoted by the fifth-generation mobile communication technology,5G development has attracted the attention of domestic governments at all levels.Since June 6,2019,the Ministry of Industry and Information Technology officially issued 5G commercial licenses to the three major operators,in just over a year,local governments have successively issued documents to accelerate regional 5G network construction and industrial development.The diffusion of 5G industrial policies from central to local is a process of complex interaction among policy subjects,objects and external environment.The process of emerging industrial policy is a process of interaction among the central government,local governments and enterprises.The interaction among the three reflects a variety of institutional logics,and policies can shape the behavior of enterprises,which in turn will affect the formulation of policies.It is of great theoretical and practical value to clarify the common and individual characteristics of 5G industrial policies in different regions,and to analyze the policy attributes,content emphases and collaborative development of policy texts,in order to promote the ecological synergy and regional coordinated development of 5G industries,and to promote accurate and efficient industrial policy decisions.Based on the theory of institutional logic,this paper constructs the analysis framework of 5G industrial policies.Through the quantitative analysis of 184 local government 5G industrial policies from October 2017 to 2020,it not only analyzes the change trend of regional 5G policies before and after the license issued by the Ministry of Industry and Information Technology.At the same time,semantic themes of policy texts are extracted,and indicators such as theme synergy are measured,and the similarities and differences of 5G industrial policies in East,Central,West and Northeast China are compared and analyzed.The findings are as follows:(1)The study found that after the license was issued by the Ministry of Industry and Information Technology,the number of published documents in the east,middle,west and northeast regions increased,the number of published documents increased,and the types of published documents became more diverse,but there was a lack of cooperation awareness.The central government’s measures have a greater impact on the eastern and central regions,but less impact on the western and northeast regions,and the northeast region lacks long-term consideration.(2)The research found that the local government’s attention to the three themes of network,application and terminal was obviously unbalanced:it attached great importance to network construction,paid more attention to application innovation and paid less attention to terminal development.At the same time,the network-application synergy is better,followed by the applicationterminal synergy,and the network-terminal synergy is the weakest.The cooperation degree of networks,applications and terminals in different regions is also related to the degree of economic development.The regional 5G industrial policy evaluation framework and related analysis methods proposed in this paper provide a new idea for the policy literature analysis of emerging industries.
