| State-owned enterprises have always played an important role in ensuring living standards,stabilizing employment and promoting development,and have made important contributions to China’s development for decades.At present,there are many researches on state-owned enterprises,and the development of performance management system is an important part of them.T state-owned enterprise is a management company without production.Its main function is to be responsible for investment management,land development,consolidation and operation,and to undertake economic management functions as well as people’s livelihood guarantee functions for the construction,management,maintenance and investment of infrastructure,water conservancy facilities,landscaping and supporting construction projects.The internal personnel structure of the enterprise is complicated,and there are groups with multiple identities.At present,there is no effective way to manage these staff.Therefore,the development of its performance management system and the integration of personnel management into a unified system can enable the employees to change their minds as soon as possible,achieve the integration of enterprise strategic objectives and employee tasks,on the one hand,enable employees to work towards the direction of enterprise development.On the other hand,it can also help employees to check their own problems,clarify the direction of improvement,improve their work efficiency and motivation,and achieve the shared growth of both the enterprises and employees.At first,this paper collates and analyzes the existing literatures on performance management at home and abroad,and obtains a large number of tools and methods in performance management.On this basis,starting from the current situation of state-owned enterprises,through questionnaires and interviews,this paper analyzes the T state-owned enterprise,and finds out the problems in the development of performance management system in this state-owned enterprise,mainly about the complex structure of employee groups,the lack of performance management concepts,the system restriction of the old state-owned enterprises.and lack of professional management teams.Then by using KPI assessment method,360 feedback method,forced distribution and other methods,a preliminary performance management system for T state-owned enterprise is designed to help it straighten out the mechanism,build up human resource management teams,and get into the role quickly to achieve its goals.And in order to ensure the effective operation of the built performance management system,safeguard measures from the four aspects are provided,which are mainly about organization,system,culture and communication.Based on the theories of performance management,this paper designs a performance management solution by combining with the actual operation of T state-owned enterprise effectively,which plays a great role in the development of T state-owned enterprise and enriches the relevant contents in the field of performance management. |
