Research On The Influencing Factors And Countermeasures Of The Development Of New Agricultural Business Entities Under The Strategy Of Rural Revitalization

The Party’s 20th National Congress Report pointed out that we will comprehensively promote rural revitalization.The most arduous and onerous task in building a modern socialist country in an all-round way still lies in the countryside.With the development of economy and society and the deepening of reform,the speed of rural economic development has advanced by leaps and bounds.However,the problems facing the rural collective economic organization form gradually emerged,which seriously hindered the development of rural economy to a certain extent.Therefore,we must explore and seek the development of new agricultural management subjects on the basis of the original system and organizational form,and innovate the rural collective economic organization form,in order to maintain the sustainable development of rural economy.Consolidating and improving the basic rural management system,developing the new rural collective economy,developing the new agricultural operating subjects and socialized services,developing the appropriate scale agricultural operation,vigorously cultivating the new agricultural operating subjects and innovating the rural collective economic organizations are the important contents of constructing the new agricultural management system.As a large agricultural area,Syoozhou District of Yibin City has emerged a large number of new agricultural operating subjects under the guidance of policies in recent years,and formed a new agricultural operating subject system of Syoozhou District represented by four types of new agricultural operating subjects:professional large households,family farms,farmers’ professional cooperatives and agricultural leading enterprises.Although the development of each main body is different,but in the process of development,they have accumulated a lot of valuable experience and achieved positive effects.This paper takes the typical and representative new agricultural operation subjects in Syzhou District of Yibin City as the empirical object,combines the research results at home and abroad,collects data through questionnaire survey,field interview and other methods,adopts the logistic multiple ordered regression quantitative analysis method for regression analysis,and studies the factors that restrict the development of new agricultural operation in this area.And put forward corresponding countermeasures and suggestions according to the problems found.The findings of the article are as follows:(1)The education level of the new agricultural operators,the degree of local government’s policy subsidies,the land transfer policy guidance of the local government,the soundness of the local logistics system,the local agricultural technology training,and the local rural security guarantee are the important factors affecting the development of the new agricultural operators in Syzhou District,and the regression coefficient presents the following characteristics:The sound logistics system of the place(0.684)>the rural security of the place(0.606)>the agricultural technology training of the place(0.578)>the land transfer policy guidance of the local government to the new agricultural operators(0.564)>the subsidy support degree of the local government to the new agricultural operators(0.4)91)>educational level(0.439).(2)Combining the influence factors of the development of new agricultural management subjects and the experience of typical cases in Syzhou District,this paper puts forward:(1)Strengthen the guidance of land circulation,improve the circulation system;② Strengthen the construction of talent team,improve the level of management;(3)Precise policy subsidy scope,improve support;(4)Expand the main financing channels and strengthen the role of agricultural insurance;(5)Strengthen social services and improve supporting support;⑥Improve market cognition,enhance product value and other six aspects of countermeasures and suggestions,in order to provide a certain theoretical and practical reference for the healthy and stable development of new agricultural management main body.
