According to the seventh national census results,the total population of China aged 60 and above reached 267.36 million,accounting for 18.9%of the national population,of which the population aged 65 and above reached 20.56 million,accounting for 14.2%of the national population.With 18.3%of the population aged 60 and above and 14.3%of the population aged 65 and above,Heze has entered a deeply aging society according to international aging standards.At present,the coverage of pension insurance in rural areas of Heze City has been significantly increased,and the minimum standard of basic pension is also increasing,bringing more happiness and security to the residents,so that they can better enjoy the life security provided by the pension insurance system.However,influenced by many factors,there are still problems such as low voluntary insurance intention of urban and rural residents in Heze,low percentage of contributors,Iow payment grade and insufficient long-term contribution capacity,which bring challenges for the promotion and implementation of the basic pension insurance system for urban and rural residents.At the same time,the standard of pension treatment cannot yet meet the basic living needs of urban residents.Therefore,the pension security situation of Heze residents urgently needs to be improved and perfected.The study of the participation behavior of urban and rural residents’pension insurance participants in Heze City is conducive to the further improvement and development of the basic pension insurance system.This paper uses the theory of state intervention,life cycle theory,adverse selection theory,and social equity theory as the theoretical basis,visits urban and rural villages in Heze City,and comprehensively understands the insured situation of basic pension insurance in Heze City.The main characteristics of the participation behavior of urban and rural residents’basic pension insurance in Heze City were clarified in five aspects,including the participation rate of urban and rural residents’basic pension insurance,the age structure of the participants,the choice of contribution grades of the participants,the years of contribution of the participants and the satisfaction of the participants.On this basis,the problems faced in the operation of the system are analyzed in depth,including the unbalanced age structure of the participants,the existence of interruption of contributions,the serious phenomenon of adverse selection,and the weak willingness to make long-term contributions.At the same time,the reasons for the problems are analyzed,including the incomplete structure of the system,the limited capacity of the grassroots agencies,and the lack of awareness of the participants themselves.Finally,drawing on domestic and international experiences and practices to improve the willingness of participants to participate in insurance,policy recommendations are proposed to guide and stimulate the healthy development of urban and rural residents’participation in insurance in Heze,including improving the institutional design of basic pension insurance for urban and rural residents,strengthening the financial support of the government and the collective,improving the service capacity of the agency,increasing the publicity of pension insurance policies,and raising the awareness of residents to participate in insurance.
