In 2014,China's State Council issued the "on the establishment of a unified basic old-age insurance system for urban and rural residents views",released this opinion plays a very important role in the establishment and reform of the pension system,from the system,is the original resource of rural endowment insurance and parallel town residents to integration.Extensive coverage of urban and rural residents insurance which established in 2010,the state's overall arrangement,Changsha,to establish a unified insurance system for rural residents.The system is mainly for the residents and towns that do not have the unemployed,low insurance personnel,disabled people and so on.The imperfection of the pension adjustment system of payment payment positive influence,the aging of the population and the urban and rural integration process accelerated in the background of funds and financial pressure,not perfect authentication method of personnel receive treatment the impact of a series of problems affecting the sustainable development of urban and rural residents insurance.From the perspective of equity,the corresponding adjustment of enterprise pension insurance is made.A comparative analysis of the differences between the endowment insurance and the urban and rural residents' Endowment Insurance and how to refer to the endowment insurance for the urban and rural residents to improve the insurance benefits of urban and rural residents is of great significance to the development of the urban and rural residents'insurance system.This article takes Changsha as an example to analyze the problems of treatment calculation,treatment adjustment,funeral pension and so on,combining the theory of distributive justice,the theory of government responsibility and the life cycle theory.It is suggested that we should integrate the resources from the related sectors to the urban and rural residents' endowment insurance,improve the basic pension insurance adjustment policies of urban and rural residents,optimize and establish remote authentication mode to improve the level of urban and rural residents' insurance insurance in three aspects.
