| From the 20th National Congress of the Communist Party of China to this year’s National Two Sessions,high-quality economic development has always been a solid direction for steadily achieving socialist modernization.However,the current international economic market is still complex and ever-changing,and the economic situation is even more complex.In order to maintain stable economic development,China must innovate traditional trade models to maintain the sustainability of the development of the foreign trade industry and promote a high level of openness.In the process of promoting high-quality development of foreign trade,new formats and models such as cross-border e-commerce have played a great positive role.In order to promote the better and faster development of the cross-border e-commerce industry,relevant management departments in China have successively introduced multiple policy measures,aiming to create a good institutional environment for the development of the crossborder e-commerce industry.Among them,the most effective way to guide and regulate the development of cross-border e-commerce industry is to issue relevant policy rules by the highest government agency.Therefore,exploring the practical effects of the current crossborder e-commerce policies implemented in China and whether they can effectively promote the development of the cross-border e-commerce industry is a question worth studying.This article takes the most representative cross-border e-commerce policies approved by the State Council of China as the research object,explores the theoretical basis of the relationship between policy effects and the development level of the cross-border e-commerce industry in pilot areas,and the specific relationship between policies and the development level of the cross-border e-commerce industry in practice.It summarizes the influencing factors of the current institutional environment on the development of the cross-border e-commerce industry.Through empirical research in this article,it is beneficial to strengthen the institutional environment for the development of cross-border e-commerce in China,Achieving the effect of promoting the development of the foreign trade industry is of great practical significance.This article first reviews relevant literature on the development of cross-border ecommerce,the impact of policies related to cross-border e-commerce,and the application of the double difference method in the analysis of urban policy effects.Based on transaction cost theory,trade facilitation theory,innovation driven industrial upgrading theory,and industrial agglomeration theory,it theoretically analyzes the impact mechanism of cross-border ecommerce and policies and proposes relevant hypotheses on this basis.In terms of research methods,through the combination of qualitative and quantitative methods,this paper scientifically analyzed the mode of cross-border e-commerce in China,the current policy development of cross-border e-commerce and the development status of various batches of cross-border e-commerce comprehensive pilot areas and used the double difference method to empirically analyze the Panel data of 53 selected sample cities to analyze their policy effects.Research has found that the current policy of China’s cross-border e-commerce comprehensive pilot zone has a significant promoting effect on the development of the cross-border ecommerce industry in the pilot areas;There is also a certain degree of regional heterogeneity in the policy effect.Compared to the northern and central western regions,the policy effect in the eastern region is more significant.Compared to medium-sized cities,small cities with a population size of less than 5 million or large cities with a population size of more than 10 million can show more significant effects on the cross-border e-commerce pilot zone policy.Through further empirical analysis of the mechanism of cross-border e-commerce pilot zones,it was found that they have the effectiveness of innovative development and industrial agglomeration in cross-border e-commerce pilot zones.Finally,based on the conclusion and the current economic and political situation,combined with the practical difficulties encountered in the development of cross-border e-commerce enterprises and the specific content of policies,relevant suggestions were proposed from the perspectives of actively promoting deepening reform and expanding the level of opening,improving regulatory systems and legal provisions,and increasing support for e-commerce. |
