Along with the implementation of the policy of converting the old and new dynamics,China’s economy has now realized a historic transformation from a high-speed growth stage to a high-quality development stage.In the context of the transformation of the old and new dynamics,the market environment is increasingly turbulent,and the majority of enterprises,especially technology-based enterprises,are facing a more intense competitive environment.Due to the inherent high investment and high risk attributes of science and technology innovation,technology-based enterprises rely more on external collaboration across organizational,technological and industry boundaries than general enterprises to reduce R&D costs and risks through joint R&D and development with external partners.However,cross-border collaboration is not always smooth and often faces unexpected difficulties and changes,which requires companies to show agility in the cross-border process.Agility refers to the ability of enterprises to adjust themselves quickly and precisely to respond to unpredictable environmental changes or to take advantage of new opportunities,and it is one of the core capabilities of modern enterprises to sustain development in dynamic internal and external environments.In the context of the new era,it is important to study what are the drivers of cross-border collaborative agility of science and technology-based enterprises in the process of transformation of old and new dynamics,and what are the specific role models and paths,in order to guide the operational development and cooperation strategies of science and technology-based enterprises in the new competitive environment.Based on resource dependency theory and cross-border theory,this study firstly defines the concept and connotation of cross-border collaborative agility of technology-based enterprises by sorting out,summarizing and summarizing similar studies in the field of agility,and defines cross-border collaborative agility of technology-based enterprises as the ability of relevant enterprises to perceive and respond flexibly in the process of cross-border collaboration,effectively respond to various situations in the collaboration,meet the interests of multiple stakeholders,and maintain the cooperative relationship.The ability of cross-border collaboration of technology-based enterprises is defined as the ability of related enterprises to perceive and react flexibly in the process of cross-border collaboration,to respond effectively to various situations in the collaboration,to meet the interests of multiple stakeholders,to maintain cooperative relationships,and to achieve efficient and high performance in cross-border collaboration.Second,an exploratory case study was conducted based on data from four technology-based enterprises,namely Haier Group,Longchamp Group,Wanten Technology and Weichai Group,and the "knowledge-based-internal capability-cross-border collaboration agility" was obtained through a procedural rooting theory approach.The conceptual model of "Knowledge Base-Internal Capabilities-Cross-Border Collaboration Agility" was obtained through a programmatic rooting theory approach,focusing on the important roles played by the knowledge base and internal capabilities of technology-based enterprises: big data capability,learning capability,absorptive capability and technological innovation capability in the construction and development of cross-border collaboration agility,and the corresponding theoretical model and research hypotheses were proposed.Next,a large sample of empirical data is obtained through a standardized questionnaire method,and the above model and research hypotheses are tested through a structural equation modeling approach.The empirical test results validate the above conceptual model,confirm the role of the knowledge base and each internal capability of technology-based enterprises in promoting cross-border collaborative agility,and find that the knowledge base can play an important role in the construction and development of cross-border collaborative agility through big data capability,learning capability and big data capability,respectively,It is also found that the knowledge base can enhance the cross-border collaboration agility of enterprises through the chain of mediating effects of big data capability,technological innovation capability and absorption capability,and technological innovation capability,respectively,and big data capability can also actively contribute to cross-border collaboration agility through the chain of mediating effects of learning capability,technological innovation capability and absorption capability,and technological innovation capability.Finally,the reliability of the research findings is further enhanced by a validation case study with case information from Hisense Group.The research results are a useful extension of the existing research field of technology-based enterprises and cross-border collaboration agility,providing new perspectives and ideas for further theoretical research,and at the same time having certain guiding significance for technology-based enterprises to construct and develop cross-border collaboration agility and improve cross-border collaboration performance in the context of the new and old energy conversion policy.
