The Research On Poverty Reduction Effect Of Rural Minimum Living Security System

The rural minimum living security system plays an important role in the process of precise poverty alleviation In 2020,China’s poverty alleviation and difficulties tackling won a comprehensive victory.At this important node,it is of great significance to analyze the role of China’s rural minimum living security system in rural poverty reduction,judge the future poverty situation and deal with the future poverty forms after solving absolute poverty,and then put forward improvement suggestions for the rural minimum living security system in line with the national conditions,so that the rural minimum living security system can maximize its minimum living security function and help rural revitalization.This paper takes poverty vulnerability as the breakthrough point,uses the data set of China Health and Pension Tracking Survey(CHARLS),takes poverty vulnerability as an index,and tests the influence effect between rural minimum living security system and poverty vulnerability of rural minimum living security families through PSM-DID model.The empirical results show that the poverty vulnerability index of low-income families has increased after receiving rural low-income assistance,which means that the low-income families are more likely to fall into poverty in the future.Secondly,the author analyzes the main reasons for the negative effect of the rural minimum living security system on poverty reduction,and concludes that the main reasons for the rural minimum living security system to improve the vulnerability of poverty are that the enjoyment of the rural minimum living security system will lead to the "welfare dependence" of the low-income households and the bias of targeting the bottom object in the implementation process of the rural minimum living security system.Finally,it objectively judges the new poverty situation that China’s rural areas are facing and the new direction of poverty control in the future after the comprehensive victory in getting rid of poverty.It is considered that China’s rural poverty has entered a new stage of relative poverty from absolute poverty.Poverty reduction work has not ended.The core task of future poverty reduction work is to consolidate the achievements of poverty alleviation and difficulties tackling,promote the effective connection with rural revitalization,and improve the ability of poverty governance.In view of the actual situation of rural poverty reduction in China at present and considering the future poverty forms,the suggestions for improvement of bottom-up security mainly include reasonably determining the level of bottom-up security,building a comprehensive bottom-up security system,improving the accuracy of population identification and reducing aiming errors.
