Research On The Poverty Reduction Effect Of The Rural Minimum Living Guarantee System In Shanxi Province

Poverty is an eternal topic in the development of human society,and it is common in all parts of the world and in all stages of historical development.Alleviating and eradicating poverty is always a difficult task facing human society.China's poverty problem is serious,and the task of anti-poverty is arduous.With achieving the full poverty alleviation of the poor in 2020,China needs to help poverty alleviation through sound minimum guarantee policies and more precise poverty targeting.The scale of poverty in Shanxi is large and the poverty level is deep.The task of combating poverty is arduous.The minimum living security system has played an important role in reducing and alleviating poverty as a “stabilizer”for social development,a “shock absorber” for economic operation,and a“regulator”for social equity.In the course of anti-poverty,will the rural minimum living security system in Shanxi Province have a poverty reduction effect,and to what extent?Studying this issue is of great significance for Shanxi Province to further improve the rural minimum living security system in order to achieve all-round poverty alleviation in various regions and promote the stable development of society.Based on the research on the various aspects of the rural minimum living security system by relevant scholars,this paper studies the poverty reduction effect of the rural minimum living security system in Shanxi Province in combination with the poverty situation in Shanxi Province.First,in the“wealth and help”and“post-poverty era”,this paper combs relevant domestic and foreign literature to discover new research perspectives.Second,it clarifies related concepts and theoretical foundations,and introduces the minimum living security system.The value concept of the poverty reduction effect provides solid theoretical support for the full text.Second,it analyzes the basic situation of the poverty reduction effect of the rural minimum living security system in Shanxi Province.It mainly includes the analysis of the poverty situation in Shanxi Province,the implementation of the rural Dibao system,and the problems existing in the rural Dibao system to reduce poverty;and again,using the panel data of Shanxi Province to carry out an empirical deep-level analysis of the poverty reductioneffect of the rural Dibao system Analyze and draw conclusions.Finally,combined with the actual situation of Shanxi Province in the post-poverty era,put forward corresponding countermeasures and suggestions for improving the rural minimum living security system in Shanxi Province.This article draws the following conclusions:The rural minimum living security system in Shanxi Province guarantees the basic lives of the poor and has a positive effect on anti-poverty.However,there are still difficulties in identifying people with minimum guarantees,narrow coverage,significant differences in areas with low levels of protection,and poor poverty reduction The lack of effective connection with other systems of social assistance.Empirical tests show that the minimum living security system in Shanxi has a significant poverty reduction effect.In order to further improve the poverty reduction effect of the rural minimum living security system in Shanxi Province,in combination with the actual situation,it is proposed to promote the transition of the minimum living security system from a subsistence type to a developmental type;vigorously develop the rural economy and improve the minimum guarantee level;coordinate regional economic and social development,Promote the regional balance of the effects of rural minimum living security and poverty reduction;strengthen the effective connection between the minimum living security system and other systems and other countermeasures and suggestions.The innovation of this article lies in the qualitative and quantitative analysis of the poverty situation in Shanxi Province and the implementation of the social assistance system based on a unique regional perspective,and the use of econometric models to analyze the poverty reduction effect of the rural minimum living security system in Shanxi Province.
