ince its accession to the World Trade Organization(WTO),China has gradually opened up its agricultural market, substantially cut tariffs on agricultural products and agricultural subsidies, and worked hard to integrate into the global market. However, because the international competitiveness of China’s agricultural products is not strong, the international trade of agricultural products has been in a state of deficit for a long time, and the deficit has been expanding year after year. After the financial crisis in 2008,countries around the world have adjusted their systems and policies to increase the support for domestic agricultural products and further protect the domestic market, which to a large extent hindered the expansion of agricultural trade. Therefore, the institutional quality of importing countries has a significant impact on the export trade of agricultural products in other countries. The quality of a country’s system is embodied in political, economic, legal and other aspects.High institutional quality can reduce the uncertain factors in the process of transaction and reduce transaction costs, which is conducive to the development of international trade. In this context, through the study of the relationship between the quality of importing country system and China’s agricultural products export trade,so as to further put forward the countermeasures and suggestions to promote the development of China’s agricultural products export trade, has certain practical significance. This paper takes the impact of institutional quality on export trade as the starting point, and takes the export volume of China’s agricultural products from 2009 to 2019 as the research object to discuss the relationship between the institutional quality of importing countries and the export volume of China’s agricultural products. The 12 indexes were analyzed by principal component analysis method and were divided into political system, economic system and legal system according to the actual meaning of the indexes.Taking the institutional quality of the importing country as the main explanatory variable, the GMM method was adopted to add the agricultural export trade volume lagging one year into the analysis process. After the robustness test and expansion analysis, the following conclusions were drawn: Importer of quality of the political system, economic system quality, improve the quality of our legal system of China’s agricultural products export trade there is a significant promoting effect, decomposition of the system of quality for the quality of political system, economic system and legal system, which all had obvious positive correlation with China’s exports of agricultural products, among them, the biggest influence coefficient of the legal system of quality,In addition, different types of agricultural products are affected by the system quality to different degrees, among which food and live animals have the largest influence coefficient. In this regard, the paper puts forward countermeasures and suggestions that China should establish an institutional quality evaluation system, promote exports to high-quality countries, advocate multilateral trade negotiation mechanism, promote institutional construction experience, actively cultivate comparative advantages, optimize the export structure, accelerate the construction of interconnection, and construct an integrated industrial chain.
