With the in-depth development of trade globalization,the cross-border flow of animals and animal products along with international trade facilitates the international spread of animal diseases.In order to protect domestic biosafety and reduce health risks introduced by imports,WTO member states have adopted a series of animal health measures to restrict the import of related products.In order to prevent animal quarantine measures from being abused to form technical barriers to trade,the SPS agreement requires countries to formulate SPS measures based on scientific risk assessment,so as not to cause a potential obstruction to trade.In this paper,based on the idea of animal health economics,from the WTO,the OIE important international organizations,such as animal husbandry developed countries and our country’s animal products import risk analysis management present situation,from the Angle of economics,analyses the possibility of introducing foreign animal disease with imports and its consequences for animal products in international trade related foreign animal disease prevention and control question proposed the corresponding risk management measures,finally,to perfect the system of imported risk assessment in our country are proposed.China is the largest importer of pork in the world.With the importation of a large number of pork products,China is faced with the threat of imported pig disease.In order to accurately analyze the possibility and harm of pig disease being introduced into China with the import trade under the current situation,this paper carried out risk assessment on the import of pork products in China according to the basic principle of risk analysis of SPS protocol and the method recommended by OIE.First of all,the risk of pig disease and the source of import was identified,and the potential risk of African swine fever was confirmed in the imported pork products from Germany.Secondly,the use of existing literature and entity-relationship model to identify possible risk factors in pork imports link,established a biological factors,trade,country factors,economic factors and so on four criterion layer and susceptible animal pathogens,the pathogen survival ability 15 indexes such as the layer of pork imports risk evaluation index system.Thirdly,the weight of each indicator is determined by the analytic hierarchy process,and the qualitative indicators are dimensionless by the evaluation criteria of risk assessment indicators.Finally,a comprehensive risk assessment model was selected according to the multi-index comprehensive assessment method to estimate the risk of African swine fever(ASF)introduced into imported pork in China,and the corresponding risk levels were classified.According to the risk assessment report,the risk management measures to reduce the health risk of pork import were put forward.According to the risk assessment results,the possibility of African Swine Fever being introduced into the imported pork from Germany is high,so the management measures of banning or restricting the import should be adopted,which is consistent with the current import decision of China.In addition,in order to make the risk assessment system of imported animal products more in line with the actual requirements,it is necessary to further promote the cooperation of international risk analysis of imported animal health,more actively promote the gradual improvement of China’s risk assessment system,and strengthen the construction of China’s risk assessment technical personnel team and information platform.
