Research On The Mechanism And Efficacy Of Agricultural Income Insurance To Vulnerability To Poverty

The problem of poverty has long existed since ancient times.It is the common goal of Chinese people,the CPC and the Chinese government to get rid of poverty and to realize the great China dream.As China has won a comprehensive victory in poverty alleviation by the end of 2020,and the arduous task of eliminating absolute poverty has been realized,China has stepped into a new historical stage of consolidating existing achievements and realizing rural revitalization,and the vulnerability of poverty has gradually entered the research field: poverty is no longer the traditional material poverty,but also risks and relatedpoverty vulnerability.Agricultural operation income is an important source of income for rural residents in China.According to statistics,35.5%of the capita disposable income of rural residents in China comes from the net income of the primary industry.Therefore,decreasing,mitigating and coping with agricultural risks and stabilizing the income of rural residents in the primary industry is one of the important ways to alleviate the vulnerability of poverty.As the "stabilizer" of rural social and economic development,agricultural insurance is the common international practiceto solve agricultural risk problemsvia market-oriented means.It conforms to the green box rules of WTO,and has become an important supporting measure for the national reform in the "issues of agriculture,farmer and rural area" field and an important pillar of the agricultural support policy system.Its functions of risk diversification and economic compensation are vital means for farmers to achieve agricultural risk diversification,reduce income fluctuations,narrow the gap between the rich and the poor and realize redistribution of social wealth.Agricultural income insurance can effectively make up for the shortcomings of traditional agricultural insurance and research on its mechanism and effectiveness to alleviate poverty vulnerability provides a new insight in the field of agricultural insurance against poverty.Therefore,from August to December in 2022 the research group of "On Mechanism and Effectiveness of New Agricultural Insurance to Alleviate Poverty Vulnerability" conducted survey about "farmers’ income insurance participation and family characteristics".Based on the data collected,this study uses score propensity matching model(PSM),binary Probit discrete selection model and intermediary effect model to study the mechanism and effectiveness of agricultural income insurance to alleviate poverty vulnerability.The paper is divided into five chapters: the first chapter is an introduction which describes the research background and significance of this study,sorts out and summarizes the existing research achievements in the research field,and introduces the research content,methods and innovations.The second chapter is the research on the mechanism of agricultural income insurance to alleviate poverty vulnerability.This chapter first defines the core concepts involved in this study,and then analyzes the external and internal risks faced by farmers,the generation mechanism of poverty vulnerability and the mitigation mechanism based on the "external internal" analysis framework of vulnerability..The third chapter is the analysis of the effectiveness of agricultural income insurance to alleviate poverty and vulnerability based on micro research data.This chapter first constructs a multidimensional relative poverty indicator system for farmers based on sustainable livelihood theory and social exclusion theory,and calculates the comprehensive deprivation score and poverty fragility of farmers,Then,using the score propensity matching model(PSM),this paper studies the impact of poverty vulnerability by farmers’ participation in agricultural income insurance,and conducts the joint support test and robustness test.Using the binary Probit discrete selection model,this paper studies the impact of "agricultural income insurance coverage" on poverty vulnerability,and conducts the robustness test;The fourth chapter is the mechanism test of agricultural income insurance to alleviate poverty vulnerability based on the intermediary effect model.This chapter first analyzes and selects the intermediary variables,and then constructs the intermediary effect model to test the significance of the intermediary path;The fifth chapter is the conclusion and advise.This chapter summarizes the previous research conclusions and puts forward corresponding countermeasures based on the research conclusions.
