In 2020,China has built a moderately prosperous society in an all-round way,and the problem of absolute poverty has been solved historically,and the rural economy level had been greatly improved.During the "Fourteenth Five-Year Plan period,China will enter a new stage of development.How to consolidate the results of poverty alleviation,continue to promote rural economic construction,alleviate domestic relative poverty issues,and achieve the effective connection of the "two hundred years" goal to become the core task of poverty alleviation and development in our country in the future.Agricultural production and operation activities are an important source of rural economic income.The process is very vulnerable to the influence of many factors such as natural disasters and market environment.Agricultural insurance is an important economic tool for helping farmers decentralize and transferring agricultural risks.Agricultural insurance provides an important risk guarantee function for farmers’ agricultural production and operation activities,and plays a pivotal role in promoting the increase of rural residents’ income,preventing rural farmers from returning to poverty,promoting the overall rural economic development,and achieving the goal of rural revitalization.Guangdong Province is a huge province in economy in our country.Since the pilot of agricultural insurance in 2007,its agricultural insurance has played an important role in ensuring the normal operation of agricultural production and operation activities and helping to quickly restore the normal life of the affected farmers.Based on the existing research of scholars at home and abroad,this article has defined the concepts of agricultural insurance,and analyzes the increase income and prevent a return to poverty mechanisms of agricultural insurance based on external theory,poverty and malignant cycle theory,and welfare economics theory.Based on the income and poverty of rural residents in Guangdong Province,and the development status and existing issues of the development of agricultural insurance in Guangdong Province,the panel data of the cities at all local cities (except Shenzhen) in Guangdong Province (except Shenzhen) 2016-2020 are used The fixed effect model and the DEA efficiency model conduct an empirical analysis of the increase in the income increase of farmers and the anti-poverty effect on the agricultural insurance in Guangdong Province.level.Empirical results show that Guangdong’s agricultural insurance has a significant income increase in farmers’ income.At the same time,the regional economic level,the improvement of urbanization,and the improvement of the industrial structure can also promote the income of rural residents to a certain extent.Through the DEA-CCR and DEA-BCC models,a static analysis of the anti-poverty efficiency of agricultural insurance in Guangdong Province (except Shenzhen) in Guangdong Province can be found.It can be found that Zhanjiang and Dongguan have achieved the validity of DEA for the anti-poverty effect of agricultural insurance.In addition,in other regions of the input-output and scale structure of agricultural insurance have yet to be improved.Then the article uses the DEA-MALMQUSIT index model to calculate the efficiency and change of agricultural insurance from all regions of Guangdong Province in the past year.It is found that technological progress is the main factor that restricts the anti-poverty effect of agricultural insurance in Guangdong Province.Finally,based on the conclusion of the income,in order to give full play to the income increase of agricultural insurance and the anti-poverty function,it put forward relevant countermeasures for further improvement and the development of agricultural insurance.
