Study On The Influence Of Fiscal Support For Agriculture Expenditure On The Consumption Of Rural Residents

For a long time,Chinese rural residents consumption has lagged behind the development level of our whole economy.Specifically,there are two reasons: firstly,urban development is more important than rural development,which leads to insufficient investment in rural development,limited income of rural residents,and backward development of rural education,medical care and social security;secondly,we put more emphasis on production than consumption.In rural areas,the idea of living within one’s means and thrift restricts the consumption expenditure of rural residents,especially the elderly.At present,Chinese economic development is faced with both internal and external pressures.With the deepening of rural revitalization,rural residents’ yearning for a better life is more urgent,and common prosperity has become the ardent expectation of rural residents.In western countries,trade barriers are intensifying,local wars occur frequently,and consumer demand declines.Expanding domestic demand has become a new way to solve economic problems.In this context,it is imperative to upgrade consumption of rural residents,and the agriculture,rural areas and farmers as the short board of social development in our country,leading to rural residents difficult to rely on themselves to realize consumption upgrade,financial support is particularly important.As a special fund for agriculture,rural areas and farmers,the financial support for agriculture expenditure plays an important role in the upgrading of rural residents’ consumption.On the one hand,financial support for agriculture can strengthen the construction of rural infrastructure and provide a better environment for the upgrading of rural residents’ consumption.On the other hand,financial support for agriculture can increase the income of rural residents,improve their consumption expectations,enhance their consumption willingness to a certain extent,and promote the consumption upgrade of rural residents.Firstly,this paper analyzes the research background and significance,and proposes the research idea based on the review of domestic and foreign scholars’ research,that is,to measure the upgrading of rural residents’ consumption from the three aspects of consumption level upgrading,consumption structure upgrading and consumption quality upgrading,and to study the different influences of financial support for agriculture expenditure on the quality,structure and quality of rural residents’ consumption.Secondly,it defines the concept of rural residents’ consumption upgrading,makes an in-depth analysis of the important factors affecting rural residents’ consumption upgrading,and analyzes the theoretical mechanism of the effect of fiscal agricultural support expenditure on rural residents’ consumption upgrading on the basis of western consumption theories such as absolute income hypothesis,relative income hypothesis and life cycle theory as well as Keynesian government intervention theory.Consolidate the theoretical basis of the whole paper and put forward the hypothesis;Finally,the panel data of 31 provinces from 2007 to 2020 were selected,and the dynamic panel system GMM model was established for empirical study based on the analysis of the current situation of rural residents’ consumption upgrading and fiscal agricultural support expenditure.On this basis,the regional heterogeneity of fiscal agricultural support expenditure on rural residents’ consumption upgrading was analyzed.On the basis of theoretical analysis and empirical research,this paper draws the following conclusions: it is difficult for rural residents to rely on their own consumption habits to upgrade consumption quality;Fiscal support for agriculture has promoted the upgrading of consumption level,structure and quality of rural residents.There is obvious regional heterogeneity in the influence of fiscal support expenditure on the consumption upgrading of rural residents.Based on the research conclusions,it is proposed to expand the scale of fiscal support for agriculture expenditure and improve its expenditure efficiency.Implement differentiated fiscal policies to support agriculture;Financial support for agriculture expenditure to promote farmers’ income,improve the consumption willingness of rural residents and other suggestions,in order to stimulate the consumption potential of rural residents,expand domestic demand.
